DUTIES

The Budget Officer is an administrative staff member responsible for conducting financial analysis, preparing budgets and budget system and process reviews. This position also monitors adherence to budgets. This position reports directly to Associate Vice-President, Finance or designated manager but maintains a secondary reporting / working relationship with client division(s).

Nature and Scope:

Working closely with assigned portfolios the Budget Officer will prepare consolidated University and Divisional budgets. The Budget Officer will assist in setting up internal controls and structures. As part of the Finance team, the Budget Officer will review departments to assist the Division’s assessment in the whether it achieved its objectives and goals in an efficient and effective manner.

MAJOR RESPONSIBILITIES:

Budget Development

  • Draft budget guidelines and instructions to departments for preparing their operating, non-operating and capital budget submissions.
  • Develop the sequence of events, timelines and deadlines for divisions and/or departments to ensure the preparation of the budget is completed on a timely basis.
  • Provide assistance to departments in the preparation of their budgets.
  • Review the individual operating and capital budget submissions from departments for accuracy and completeness.
  • Maintain the salary and benefits budget including costing out alternate collective bargaining scenarios.
  • Work with individuals and departments in planning, gathering and analyzing financial and enrolment information and recommending strategic directions.
  • Prepare/implement changes or enhancements to existing budgetary systems as necessary to maximize integration with internal systems and user sensitivity.
  • Conduct ongoing review and updating of the operating and non operating budget.
  • Prepare the detailed budget for each operating year for the University and/or assigned faculty, schools and divisions.
  • Answer inquiries from applicable stakeholders and provide timely and accurate information.
  • Process budget adjustments as required.
  • Provide leadership and training on budgeting processes.
  • Assist in preparation of quarterly forecasts and initiate communication with applicable Department Heads or Financial Analysts to inform them of budget issues impacting their portfolios.

Internal Audit

  • Assist in the planning of internal audits for the University.
  • Develop audit programs for internal audit engagements.
  • Perform detailed audit testing for internal audit engagements.
  • Help prepare materials for financial audits to determine adherence to generally accepted accounting principles as well as the terms of funding agreements.

Hiring Process

  • Coordinate the position control system for permanent ongoing positions.
  • Develop methods to track and report exceptions and errors.

Analytics include:

  • Compare payroll and budget data, identify errors and exceptions.
  • Follow-up on errors and ensure solutions are found.
  • A variety of reconciliations including salaries, benefits, rates and others.
  • Analyze and explain significant variances to budget.

QUALIFICATIONS

REQUIRED KNOWLEDGE/SKILLS:

  • CPA designation
  • 5 years’ experience in budgeting and/or auditing with a post-secondary institution will be considered an asset.
  • Superior Microsoft Excel skills.
  • Competent multi-tasker.
  • Effective communication skills, both written and face-to-face.
  • Demonstrated tact and good judgment.
