Summary:
The Building Inspector 2 conducts building and plumbing inspections in the electoral areas of the Capital Regional District ( CRD ).
This part time position is based at the Fisgard Street office but may be assigned to work at various locations such as the Salt Spring Island office, Pender Island office and the Sooke office, subject to operational requirements.
This position requires an acceptable criminal record check. The applicant/incumbent will be required to undergo a criminal record check in order to work in this position, and to report to their Supervisor if any criminal charges are laid against them that may be related to their employment in this position.
Duties & Responsibilities:
- Reviews building plans and specifications for zoning and ensures compliance with the BC Building Code, Plumbing Code, Islands Trust bylaws and regulatory bylaws of the CRD.
- Carries out inspections of construction projects and advises builders of deficiencies and actions required for compliance.
- Investigates compliance and resolves building problems and/or related bylaws. Unresolved issues are referred to the Manager, Building Inspection or the Senior Building Inspector.
- Issues work stoppage and work correction orders.
- Calculates permit fees.
- Communicates with builders, owners, architects, professional engineers, other government agencies, and staff on a variety of regulatory and administrative issues and bylaws.
- Maintains detailed building department records and submits on a regular basis to Manager, Building Inspection or the Senior Building Inspector.
- Prepares reports and correspondence as required.
- May be required to prepare reports and affidavits for solicitors and give evidence in court cases when required.
- Provides guidance to Building Inspection office staff and junior level inspectors, and assists in the orientation and training of new staff.
- Keeps updated on code issues and legislative changes.
- Follows all policies, procedures and standards of the CRD.
- Performs other related duties as required.
Qualifications:
- Two year community college or technical school program diploma in Building Technology or equivalent experience.
- Current Level 1 certification through BOABC (including 2 years’ building inspection experience) plus successful completion of the BOABC level 2 exam.
- Six years’ experience in all aspects of the construction industry and/or experience in plan reviews in a regional district or municipal setting.
- Excellent communication (verbal and written), interpersonal and customer service skills are required.
- Thorough knowledge of the BC Building Code, Plumbing Code, zoning bylaws and other regulations governing the construction and repair of buildings
- Knowledge and understanding of WorkSafeBC practices/protocols, Workers’ Compensation Act and OH&S Regulations and other relevant safety statutes.
- Demonstrated knowledge of standard practices and materials
- Ability to read and to interpret building plans and specifications
- Well-developed computer skills using a variety of software programs
- Ability to make mathematical computations and tabulations with a high degree of accuracy and proficiency.
- Ability to work effectively under pressure, work independently, use mature judgment, act on own initiative and resolve problems as they arise
- Ability to enforce bylaw requirements and deal with the public in an effective manner
- Ability to provide clear guidance to other staff.
- Demonstrated skill in conflict resolution and the ability to diffuse difficult situations with clients
- Ability to establish and maintain effective working relationships with internal and external contacts and to provide high level of service and assistance in a positive manner.
- Must possess a valid BC Driver’s License with a current driver’s abstract.
