General Mission:

Deliver on time proposals within target price. Coordinate all Work Package Manager (WPM) activities for the preparation of the bid and the initial project baseline which will be transferred to the Project Manager.

Key Accountabilities:

Timing & Requirements

Responsible for the timely delivery of quality proposals within the companys approval cycle time and bid submission deadline.

Accountable for bid preparation investment $ 150K to over $ 1.5M.

Process

Ensure adherence to the Leading Manufacturing / Operations Company bid process

Primary interface for bid deliverables and price from within the organization, other Leading Manufacturing / Operations Company units, Consortium members, and Subcontractors. Interface directly with Directors on workpackage scope, estimates approval and optimization.

Develop target Cost Baseline and Bid plan / budget with the capture lead to seek bid approval from TCTS country management and division.

Develop proposal scenarios supporting the Win Price for Senior Management approval within the Country, Area, and Leading Manufacturing / Operations Company Corporate level.

Support the handover to project teams.

Resources

Management and coordination of key resources and stakeholders on the proposal to obtain the lowest costs and complete assigned bid deliverables. Ensure departmental staff is assigned to support the proposal.

This position is focused on large and / or strategic bids (new market / new customer) where the bids are dependent on resources from multiple Leading Manufacturing / Operations Company units, Consortium partners and a large percentage of localization.

Development

Coordinate, consolidate, and approve engineering and material cost optimizations and lead the discussion and negotiation at the Director and VP level.

Support and motivate proposal team members to complete bid deliverables on time and with high quality. Communicate Win Bid strategy to ensure common understanding by members of the proposal team.

This position is accountable for the quality of the bid deliverable, the compliance strategy, the delivery of the target win price supported by the lowest CBB position possible and the timing of the proposal to ensure approval by Urban Rail Signaling Senior Management, the Transport Division and Leading Manufacturing / Operations Company Area.

Negotiate

Responsible and accountable for the successful negotiation of the scope split, Lead the Commitment Control Review with Bid directors of other Leading Manufacturing / Operations Company unit to ensure complete optimization of the labor, Material and Risks associated with the agreed scope split and compliance strategy for the bid.

Contributes to negotiations of the final contract terms and conditions, and technical specifications. Gain approval to the Win bid pricing and strategy from Executive Management.

People management

Lead large proposal teams comprising of team members from the organization, Consortium, Subcontractors, and other Leading Manufacturing / Operations Company units. Provide guidance, and plan ahead to support the success of the bid.

Communicate effectively with all levels of the organization including externally to the company.

Direct a bid team of 20+ individuals at director level within TRSSI, other Leading Manufacturing / Operations Company units, Consortium partners and Subcontractors.

Key Requirements:

University Graduate, Engineering, Bachelor of Science, Business Degree or equivalent experience

10+ years of or Project Management or Engineering management of medium / large complex systems

Expert knowledge of project lifecycle including Systems Engineering, Software Engineering and Test and Commissioning

Ability in managing multidisciplinary and transversal teams locally, remotely, and internationally

Expert in integrating large and onerous bids involving teams within the company and externally (eg Primes, Subcontractors, Consortium, other Leading Manufacturing / Operations Company units)

Expert knowledge of industry bid process (expertise in Leading Manufacturing / Operations Company process is an asset), Work breakdown Structure, in manipulation of financial data, Risk management, Estimation process and Scheduling

Good negotiation, people management, and legal / contractual knowledge

Ability to manage multiple complex bids simultaneously

PMP or equivalent is an asset.

Bilingual communication in Spanish and / or French is an asset.
