Vancouver Coastal Health is looking for a Director, Public Health to join the team. Reporting to the Executive Director, Public Health, the Director is responsible for the overall management of designated Public Health and prevention programs/services across the Communities of Care (CoC) within Vancouver Coastal Health (VCH). With direct oversight over public health services delivered regionally and locally, the Director in collaboration with other leaders implements the operational framework and infrastructure needed to support program/service delivery, and allocates and manages all physical, human, and financial resources within their portfolio. As a leader within the regional Public Health team, the Director provides leadership and direction to CoC managers for operations management, planning, implementation and evaluation of services and activities with an emphasis on health promotion and prevention across diverse ages and populations, in keeping with the vision, values and strategic direction of the organization. As a Director, Public Health with Vancouver Coastal Health you will:
- Provide leadership to implement identified provincial and regional strategies, including the regionalization of Public Health services that are delivered within and across the CoCs, and collaborates with other Public Health leaders to implement change management activities to support effective structures and teams.
- Ensure that the strategic objectives and operational plans are carried out to provide efficient, effective, and client-centred delivery of health care services, in collaboration with partners in acute care, community care and primary care.
- Partner with the other directors, Medical Health Officers and colleagues to lead the planning and delivery of Public Health programs, services and interventions across VCH.
- Lead or participate in regional/provincial working groups/committees to identify opportunities and to influence the long term directions, priorities and strategic options affecting their portfolio.
- Strive to improve health equity within and across the communities in the region.
- Work with Indigenous Health leaders and the Public Health leadership team to actively implement applicable calls to action published by the Truth & Reconciliation Commission, including maintaining strong and respectful relationships with First Nations and other Indigenous communities.
- Enables an operational framework for staffing and care delivery approaches through collaborative partnerships that supports patient safety, best practices, improved patient access, and efficient flow of patients and clients across the care continuum.
- Ensures clear performance objectives and indicators are in place to assess the delivery of services within an interdisciplinary and multi-site environment.
- Creates a collaborative workplace environment that encourages employees to realize their maximum potential, fosters personal growth and promotes a sense of community, autonomy and decision-making at the point of care and service.
Qualifications
Education & Experience
- Current Masters degree or higher in a relevant health care profession supplemented with more than ten (10) years’ recent and related clinical experience in a progressively more leadership role, or an equivalent combination of education, training and experience.
- Public health and population health knowledge and experience are preferred.
- Current registration with relevant professional College/Association, if applicable.
- Demonstrated commitment to on-going learning and professional development.
Knowledge & Abilities
- Fosters collaboration and effective working relationships with stakeholders that promote cooperative goals and contribute to an atmosphere of trust and mutual respect.
- Demonstrates an ability to embed health equity, health promotion and population health approach into decisions impacting service delivery.
- Maintains a superior understanding of Indigenous cultural safety and Truth & Reconciliation Commission Calls to Action, and how to embed these principals and strategies into Public Health services.
- Excellent communication skills to function within a complex interdisciplinary environment including ability to communicate with the physician community, municipalities, school districts, ministries and community agencies.
- Inspires a shared vision and aligns performance goals and objectives for team and individuals to ensure match with strategy while maintaining group cohesiveness, motivation, commitment and effectiveness.
- Applies superior conflict management skills and expertise to persuade and negotiate effective resolution of issues/disputes.
- Anticipates future changes in service delivery and develops transition strategies that optimize resource utilization and ultimately improve efficiency and quality of patient care.
- Uses sound business acumen to manage the fiscal resources of assigned programs/services in a manner that is financially responsible and consistent with the overall goals of the organization.
- Physical ability to perform the duties of the position.
- Basic computer literacy with word processing, spreadsheet and/or database programs and ability to utilize a computerized patient care information system required.
