Major Responsibilities:

Reporting to the Manager, Planning, and the incumbent will lead the City’s parkland acquisition program in a manner that grows the City’s parks system and supports implementation of the Parkland Strategy, Ravine Strategy and the Parks, Forestry and Recreation (PFR) Facilities Master Plan and other City objectives. The incumbent will lead PFR’s Parkland Acquisition Unit and supervise a team tasked with the planning and delivery of the full range of land acquisition and transaction matters relevant to the division. The primary function associated with this position is to ensure the protection and provision of adequate parkland and facilities through parkland acquisitions, land exchanges, transfers of operational management, and implementation of PFR’s Strategic Plans. The major responsibilities include but are not limited to the following:

  • Manages the review and oversees the delivery of all parkland acquisitions, jurisdictional transfers, land exchanges, disposals, easements, and related transactions from a divisional perspective, which involves negotiating, securing and delivering land, facilities and benefits for park, forestry and recreation purposes.
  • Manages the division’s proactive and strategic parkland acquisition work program, including the identification of priority acquisition areas, assessment of opportunity sites, recommendations related to timing and phasing, identification of available funding sources and coordination with parallel capital projects and planning studies.
  • Manages the preparation and administration of divisional business cases supporting acquisitions, jurisdictional transfers, transfers and disposals of surplus City-owned properties to the division for parkland and recreational purposes.
  • Prepares, researches and recommends planning opinions on whether land exchanges conform to the Official Plan.
  • Ensures that prepared plans and development agreements reflect what has been approved by Council and meet divisional and corporate approvals and protocols.
  • Manages the development and implementation of strategies and business cases identifying private property to be purchased and/or transferred for use as public parkland and the review of Environmental Site Assessments for newly acquired parkland.
  • Develops briefing notes and reports for presentation to senior management, standing committees, partners, and Council for strategic decision making; prepares and submits correspondence to the Manager, Director, General Manager, various Council Committees and Boards of Management.
  • Provides planning support and expertise regarding parkland and recreation planning and real estate matters to other City divisions, agencies, boards, commissions, Councillors, development industry, stakeholders and the general public.
  • Represents the City and the division as an expert PF&R planning witness at the Local Planning Appeal Tribunal (LPAT).
  • Investigates, documents, prepares and collects information, and testifies/reports to mediations, arbitrations, and law suits.
  • Represents the division/branch, supports the Manager and Director and advances the division’s mission and goals and strategic corporate initiatives by providing leadership and technical expertise at project, community consultation and Committee meetings and meetings with Members of Council, service providers, various levels of government, outside agencies, community and environmental groups and other stakeholders.
  • Cultivates effective working relations, and works collaboratively with partner branches within PFR and other partners internal to the City of Toronto, including Corporate Real Estate Management, City Planning, Transportation Services, Toronto Water and CreateTO .
  • Ensures that community and user consultation planning processes are appropriate and consistently followed.
  • Ensures quality customer service by providing timely, cost effective and optimum delivery of services. Investigates, reviews, approves and implements appropriate action(s) for satisfactory resolution related to issues that arise from deputations at Standing Committee(s) or Community Council(s), including issues, complaints and/or general inquiries received from Members of Council and the public.
  • Provides support with on-going strategic planning and development of city-wide service direction, policies and procedures, in consultation with other City divisions, government agencies, development industry, and stakeholders.
  • Provides project management support and leadership within the branch as a member of a self-directed work team.
  • Manages assigned projects; motivates, mentors, supports and trains staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Assists project teams in the design, implementation and utilization of performance measures for the division/branch.
  • Ensures compliance with and understanding of the Collective Agreements covering unionized City workers, corporate and divisional policies, procedures, guidelines, and City by-laws.
  • Manages city-wide contract management for various services and products including but not limited to RFQ/RFP, valuations of bids, recommendation of vendors, contract monitoring, communication with vendor, renewals, and problem solving with staff. Develops, prepares and negotiates agreements with suppliers, contractors, other divisions, partner organizations, and user groups.
  • Works with other PFR branches and provides support and advice related to development review and capital planning and reviews to determine division’s operating impact on capital.
  • Develops, reviews and implements detailed plans and recommends policies/procedures and guidelines regarding program specific requirements to ensure compliance with Council, corporate and divisional directives.
  • Provides input in the development of the division’s capital budget and 10-year capital plan and the division/branch/unit’s annual budget, utilizing information on capital, operational and staffing requirements, known pressures and required adjustments. Administers parkland acquisition budget, working with capital and financial colleagues to track expenditures and account balances and identify appropriate funding. Prepares memos and motions to secure senior leadership and/or Council approval of recommended projects.
  • Supports communication required for projects that may garner media attention and recommends course of action and ensures the Manager is apprised of issues impacting the service delivery of operations
  • Supervises the day to day activities of assigned staff including the scheduling, assigning and reviewing of work. Identifies work programs, priorities and involvement for the affected staff.
  • Authorizes and coordinates vacation and overtime requests. Monitors, evaluates and maintains records concerning staff performance and participates in staff investigations when required. Supports the divisional and corporate Labour Relations units in the grievance process, mediation, arbitration and terminations.
  • Recruits, creates interviews and written assessments, revises postings, creates evaluation criteria; conducts testing, marking and interviews for permanent, temporary full time and part time job competitions.
  • Ensures quality of work and service meets corporate and divisional standards and employees are trained to perform work in compliance with all legislative regulations that apply, such as Accessibility for Ontarians with Disabilities Act (AODA), Workplace Hazardous Materials Information System (WHMIS), Ontario Building Code, Technical Standards and Safety Authority (TSSA), Fire Code, Electrical Code and the Occupational Health and Safety Act (OHSA), etc.
  • Acts as a Supervisor under the definitions of the Occupational Health and Safety Act, and ensures the creation, development, modification and implementation of adequate training, safety equipment and safe work procedures are in place
  • Act as signing authority for payroll, purchasing project management and design/construction.
  • Prepares and/or authorizes administrative forms such as DPO, purchase orders, work orders and timesheets.

Key Qualifications:

  • Post-secondary education in a discipline pertinent to the job function (i.e. Planning, Urban Geography, Environmental Studies, Real Estate).
  • Extensive experience in project management and the delivery of complex parks, recreation and city-building projects, involving a high degree of land use, real estate or design expertise.
  • Extensive experience working with elected officials, consultants, community groups and other external stakeholders.
  • Extensive experience with public consultation principles and techniques, communications, conflict resolution and the implementation of consultation programs, working as an effective liaison between stakeholders (e.g. elected officials, internal and external client groups, and members of the public).
  • Considerable experience supervising the procedures, practices, legislation and required approvals for land acquisitions, jurisdictional transfers, land exchanges, park-related environmental issues and related matters relevant to Parks, Forestry & Recreation.
  • Considerable experience handling negotiations and committee representation related to real estate.
  • Considerable experience supervising staff responsible for parkland acquisition, parks and recreation planning and city-building processes.
  • Ability to handle confidential and sensitive materials.
  • Working knowledge of the Occupational Health and Safety Act and Regulations, related collective agreements and labor relation legislation.
  • Proficient in the use of corporate software applications.
