Under oversight of the Senior Site HR Administration Manager, with minimum supervision handling any and all field staffing responsibilities as assigned. This role will encompass all aspects of domestic and international field staffing and will be a key point of contact for project hiring managers. Performs duties of a highly confidential nature requiring initiative, judgment, and knowledge of company practice, policy and organization.

The individual may also be required to act as the project HR coordinator in support of employee related issues such as, (but not limited to) benefits, payroll, policy support, office services, training, travel, compliance, administration, as well as supporting Fluor’s Corporate HR policies and initiatives.

Staffing & On-boarding Activities:
Responsibilities will include, but are not limited to:
– Recruitment of experienced multi-discipline staff personnel.
– Working with Fluor Canada Field HR and Fluor Global HR, local/national staffing agencies and outside labor brokers as required.
– Establish and maintain good recruitment networks and partnerships.
– Assist in creation of job descriptions for all roles on the project in conjunction with field hiring manager.
– Coordinate and facilitate interviews with candidates.
– Train and provide guidance to hiring managers for Interviewing 101.
– Personnel Authorization Form (PAF) Process – Using Fluor’s approval system to create PAF’s checking accuracy and ensuring PAFs are processed in a timely manner.
– Monitor and expedite approvals for new hires to ensure start dates align with project requirements
– Working with Senior Site managers to advise of PAF changes and transfers, as well as new hires, to obtain their approval.
– Responsible for Coordinating On-Boarding of new hires (Travel (flight/camp); IT booking orientation, A&D testing).
– Assuring all new hire documentation has been received and filed.
– Point of contact for new hires. Providing support and answering questions from project members regarding onboarding process.
– Work with hiring managers to ensure PAF’s are correct and up to date, including PAF revisions, extensions, and transfers of staff.
– Working closely with Project Controls to ensure all positions align with budgets and that correct information is utilized for PAF generation.
– Working with Project Controls to manage and audit current ORG charts, Start / End dates, project personnel etc.

Reporting Activities:
– Creating Weekly Staffing Plan Report including 30-60-90 day Look Ahead and PAF report to be sent to Senior site management
– Utilize 30-60-90 day Look Ahead to report to Home Office Talent Acquisition Team and TRS of upcoming positions so that this information can be communicated to Home Office Managers in a timely manner
– Create any reports needed by site managers in regard to staffing
– Weekly camp forecast report
– Weekly upcoming site mobilization report
– Maintenance and updating of multiple staffing databases regarding recruiting and hiring referenced above

Human Resources Activities:
– Performs general administrative duties that may include handling confidential matters, maintaining personnel records and coordinating meetings.
– Assists in routine administrative details and with general department/division administration.
– Maintains department and/or project employee files.
– Should be knowledgeable of appropriate personnel policies and procedures.
– Assisting with terminations, sit in on calls/drive personnel back to camp etc.
– Assist with any other HR functions as required by the Construction Director and HR Administration Manager

Additional Responsibilities:
– Maintains knowledge of safety policies and procedures and performs assigned duties in a safe manner. If supervising others, has responsibility for the safety of those being supervised and ensures they comply with established safety policies and procedures and practice safe work habits.
– Other duties as assigned

Basic Job Requirements

– Typically has 3 to 5 years of experience in recruiting, Human Resources and/or office support. Previous Fluor experience a definite asset.
– Accredited college or university diploma /degree is required or equivalent project experience.
