Job description: Reporting to the Manager, Accounts Payable, the Accounts Payable Analyst is responsible for various financial activities in support of business and organizational transformation initiatives and projects across the PHSA and its Health Authority customers. The Accounts Payable Analyst will ensure the efficient and effective delivery of electronic Accounts Payable services. Responsibilities include maintenance of customized and delivered financial applications in addition to functional support for Finance staff and clients. Additionally, the Accounts Payable Analyst is responsible for ensuring proper policies, procedures and standards are adhered to relating to internal control and ensuring compliance with statutory/regulatory reporting requirements. The Accounts Payable Analyst works with the organization’s Internal and External Auditor’s in the review and testing of all relevant systems in accounts payable to ensure compliance with GAAP, MIS Guidelines, reliability and completeness of accounting records.

What you’ll do

  • Oversees the electronic invoicing process by ensuring that proper procedures are followed, available discounts are captured and accounting information in the general ledger is accurate. Troubleshoots any system inconsistencies that may arise and follows up with AP Manager as needed.
  • Performs weekly and periodic voucher uploads and updates contract payments as required.
  • Assists with daily Accounts Payable departmental activities including providing support for day-to-day cheque and EFT processing and performing voucher and payment audits. Reviews Vendor Statement reconciliations and works with Purchasing in the investigation and resolution of significant reconciling items for key Vendor Accounts, including Accounts Payable Matching exceptions.
  • Ensures completion of Period End Close Activities within stated deadlines by reconciling the Accounts Payable sub-ledger, Accounts Payable trade account and by analyzing GST/HST transactions.
  • Prepares additional account reconciliations, initiates journal entries, and prepares period and year-end accruals in accordance with generally accepted accounting principles (GAAP), Management Information Systems (MIS) Guidelines, and as indicated by B.C. Ministry of Health.
  • Prepares, monitors and closes aged receipt accruals as per agreed upon thresholds and guidelines with Health Authority customers.
  • Assists in interim and year-end audits by providing internal/external auditors with information and documentation related to internal controls in the Accounts Payable process.
  • Supports Accounts Payable management team and performs other related duties as requested.

What you bring

  • A level of education, training, and experience equivalent to a degree in Business Administration including enrollment in a recognized Professional Accounting Program (CA, CGA, or CMA) with a minimum level 3 completed
  • Minimum of five (5) years recent related experience working in a large organization with an emphasis on financial systems and reporting.
  • Solid understanding of key accounts payable processing, financial systems and reporting.
  • Ability to lead business process improvement and systems development.
  • Demonstrated experience in delivering outstanding customer service within a shared services environment.
  • Able to identify problems and render logical and appropriate solutions in a timely and decisive manner. Must be adept at influencing, motivating and coaching others for success, leading by example. Excellent organizational skills including the ability to prioritize workload to meet deadlines.
  • Strong computer and financial application skills including demonstrated ability to productively use spreadsheet, word processing, and database applications.
