The Ministry of Energy, Mines and Low Carbon Innovation (EMLI) is working to ensure First Nations can participate in, and benefit from, the natural resource sector in BC. The Strategic and Indigenous Affairs Division (Division) provides a hubfor EMLI work on strategic initiatives such as the Environmental Stewardship Initiative (ESI), Indigenous relations, natural resource management initiatives and intergovernmental relations.
Through the Environmental Stewardship Initiative, First Nations are working in partnership with the Province on environmental monitoring and stewardship projects. The ESI is led corporately by the Ministry of Energy, Mines and Low Carbon Innovation, but also includes team members from the Ministry of Environment and Climate Change Strategy, the Ministry of Indigenous Relations and Reconciliation, and the Ministry of Forests, Lands, Natural Resource Operations & Rural Development. This innovative cross-government team approach helps ensure that First Nations and stakeholders have a coordinated and consistent delivery mechanism for ESI projects
The Assistant Negotiator conducts negotiations on behalf of the Province in bi and/or tripartite working groups, working tables and inter-ministerial working groups with First Nations, Industry and the federal government. The incumbent provides strategic planning advice on approaches to negotiations; assists Negotiators to identify the range of issues to be negotiated and formulates negotiations strategies through consultation with line ministries. The Assistant Negotiator leads or participates in working groups with line ministry representatives concerning issues that will be negotiated by the Province. The Assistant Negotiator assists in the development of provincial mandates through participation on internal working groups and assists in the development of specific mandates on assigned components or elements of treaty or other negotiations. The Assistant Negotiator may be involved in a number of projects that support resource development activities and address aboriginal interests, as well as projects that may be linked to and support resource development negotiations with First Nations. Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:
- Degree in Law, Public Administration, Business Administration, Conflict Resolution, Indigenous Studies, Geography, Economics, Political Science, History, Natural Resource Sciences or other related field; OR
- An equivalent combination of education and/or related experience may be considered.
- Minimum two years of cumulative related experience, which must include at least two of the following:
- Experience leading, and/or participating in, negotiations with First Nations in a bi and/ortripartite environment; or comparable* negotiating experience in matters of similar profile and significance.
- *”Comparable” experience includes at least one of the following:
- Outcome based negotiations with a concrete result,
- A clear mandate obtained from the principals of each party,
- Development of formal, usually written, agreements that are implemented,
- Substantive subject matter of significant value (e.g., resources, land, union/management or economic agreements),
- Complex and multifaceted.
- Experience conducting complex research and analysis related to land use, resource management, social or economic development issues.
- Experience in policy development or program development and delivery.
- Experience managing multiple projects and/or assignments.
- Preference may be given to candidates with experience working with Indigenous organizations and/or communities.
- Preference may be given to candidates with experience in conflict resolution.
- Preference may be given to candidates who self-identify as Indigenous.
Willingness Statements:
- Frequent travel throughout the province for extended periods with little notice is a requirement of this position.
- A valid Class 5, BC Driver’s licence (or equivalent) is required.
