WSP is currently seeking a Construction Claims Analyst to add to our Rail Infrastructure team. You will work from a dedicated project site in the Greater Toronto Area. Working under the general direction of an on-site manager, the Construction Claims Analyst has the contract administrator’s role on multiple construction projects and will require various technical, analytical, administrative, financial, and field functions to ensure the effective administration of construction contracts. The role key responsibilities include reviewing construction costs, claims, and change orders while effectively managing the project schedule.

RESPONSIBILITIES

  • Interpreting the contract documents to ensure that the work is completed as specified;
  • Providing expertise in Construction practices used for capital works projects;
  • Attending and chairing regular progress review meetings with the Contractor and preparing meeting minutes
  • Organizing special meetings with the Contractor, Designer, End User to resolve problems/issues
  • Reviewing correspondence from the Contractor and preparing draft responses for the Resident Superintendent;
  • Reviewing, analyzing, and commenting on Contractor submissions on material, claims, delays, change orders and payments. Monitors the timeliness of the submissions to ensure that late submissions and approvals do not delay the work;
  • Reviewing and analyzing the Contractor’s schedules monthly to evaluate project progress and the Contractor’s performance for the projects;
  • Preparing various daily, monthly and other site reports, including the Monthly Contract Progress Report;
  • Preparing site memorandums and correspondence for signature;
  • Preparing and estimating Change Order Initiations, Change Directives, etc.;
  • Analyzing and monitoring construction contract progress;
  • Preparing financial reports on the progress of contracts, change orders and payments;
  • Provide guidance and instruction to a new incumbent, as required. Provides advice and interpretation of contract specifications to Contractors’ staff;

QUALIFICATIONS

  • Bachelor degree in engineering or related discipline;
  • Must have or eligible for P.Eng designation in Ontario;
  • Requires 8 or more years of relevant experience;
  • Requires extensive experience in claim analysis and resolution in a contract administrator role;
  • Requires prior experience in supervising staff members and have an aspiration for management;
  • Requires sound knowledge of construction management practices and principles, construction techniques and practices, including familiarity with construction laws, contract administration, contract inspection and claims management;
  • Must have a strong knowledge of specialized construction scheduling methods and analysis;
  • Must possess sound judgement; good organizational, administrative, interpersonal, verbal communication, and technical report writing skills as well as excellent analytical and problem-solving skills;
  • Must display tact and diplomacy to motivate and work with Contractors, Designers, End-Users, and fellow construction inspection staff;
  • Highly developed computer skills in spreadsheets and scheduling programs, and word processing programs;
  • Must be able to deal/interface with Contractors’ staff, Municipality staff, and various Commission employees to resolve conflict;
  • External contacts include contractors’ staff, consultant staff and representatives from municipal agencies and utilities and involve discussing change orders, claims, design issues, etc. These contacts will require a level of tact and diplomacy;
  • A valid driver’s licence for the Province of Ontario;
  • Knowledge of the Construction Act of Ontario is an asset;
  • Experience with transportation infrastructure project (e.g. subway, light rail, buses and railway) is preferred;
  • Experience with transit agency (e.g. TTC, Metrolinx) is preferred.
