Our Scarborough Subway Extension Office is seeking a proven construction professional to provide leadership for the delivery of this exciting project. The successful candidate will have demonstrated experience with construction engineering, construction contract development and enforcement, construction safety, quality control and quality assurance processes and construction documentation. As a key leader of the Scarborough Subway Extension team, your work will directly contribute to Metrolinx’s mandate of building a comprehensive regional rapid transit network while adhering to Metrolinx’s highest standards for safety, efficiency, and legal/regulatory/policy compliance, while delivering excellent customer experience.

What will I be doing?

  • Provides direct construction oversight, leadership and direction for the delivery of the Scarborough Subway Extension
  • Working with a variety of contract models ranging from design-bid-build to large-scale Public Private Partnerships (P3), leads the construction management function ensuring that the overall quality, budget and schedule objectives are met in accordance with corporate safety, project management standards, procedures, controls and environmental requirements
  • Coordinates the integration of Metrolinx support functions including Program Management, Pre-Construction Services, Commercial, Legal and Finance into the successful delivery of the project
  • Provides senior leadership in resolution of implementation issues with third party partners including Ministry of Transportation, City of Toronto, Toronto Transit Commission and utility companies to ensure construction schedules are achieved or improved.
  • Provides subject matter expertise in constructability and value management / engineering reviews for projects and acts as construction expert in claims scenarios
  • Manages complex project issues and risks, facilitates effective conflict resolution, and communicates with internal and external stakeholders and manages their expectations
  • Monitors all aspects of Scarborough Subway Extension delivery, including financial accountability, contract and schedule management, contractor adherence to reference designs and performance specifications and support for program communications during all stages of the project.
  • Leads constructability reviews for the project with support from the technical advisor.
  • Procurement and Vendor Management:
  • Ensures contract requirements are clear, deliverable and achievable.
  • Assist in the preparation of Bid submission documents, and procurements strategy.
  • Manages and oversees project agreements / contracts for construction delivery
  • Ensure all pre-construction deliverables are understood and scheduled to comply with construction contract needs, including utilities, permitting, environmental, land acquisition, and third-party agreements.
  • Effective management of communications between the contractor and other stakeholders including municipalities, property owners, utility companies and authorities having jurisdiction (AHJs)

Qualifications

  • Completion of a degree in Transportation or Civil Engineering, Architecture, or a related discipline – or a combination of education, training and experience deemed equivalent.
  • Minimum 10 years’ progressively senior project management experience in the construction industry with direct involvement in providing senior leadership and direction in the execution of large infrastructure construction projects
  • Valid Professional Engineering (P.Eng.) license or Architect/Architectural echnologist in the Province of Ontario would be an asset
  • Leadership/senior level management oversight experience in construction
  • Familiarity with relevant legislation (e.g. Construction Act, Construction Lien Act, Metrolinx Act, Revised Statutes of Ontario (RSO), Municipal Act) is an asset
  • Comprehensive knowledge of current construction principles and construction management practices including knowledge of current contract administration and claims management techniques. P3 project experience is an asset
  • Project management and coordination skills to provide senior leadership and oversight to staff and project teams within budget and schedule restraints and monitor project performance against business objectives
  • Comprehensive knowledge and understanding of construction engineering, construction processes and value engineering
  • Leadership skills, including interpersonal, presentation, communication, negotiation, and consensus building, and ability to manage a diverse group of project specialists and consultants to accomplish the goals of the agency within established scopes, schedules, and budgets
  • Demonstrated ability to build and maintain strategic relationships in order to work across division and with internal and external stakeholders/clients
  • Knowledge of Human Resources legislation (e.g. Employment Standards Act, Occupational Health & Safety Act, etc.), and leadership and management experience to monitor and manage employees and contractors, including experience in the application of collective agreement provisions
  • Senior leadership skills to provide senior technical and administrative leadership to an operating or functional unit with multiple teams
  • Interpersonal and oral/written/presentation communication skills to collaborate with internal and external stakeholders, to promote a safety culture, advise on health and safety matters and oversee the deployment of safety system elements (programs, procedures, processes, tools and training)
  • Knowledge of legislative and regulatory requirements governing health and safety and the construction industry
