We are looking for a vibrant and dynamic Director for the Finance and Procurement Services (FPS) Branch. The Director, Procurement Services would be someone who shares our core values of impact, accountability, leadership, integrity and collaboration.

The Director is the NRC functional head for procurement, customs, import and export, and must ensure appropriate policies and procedures are developed to meet client and program requirements. The main challenge in this role is to balance the expeditious delivery of client services and the regulatory requirements demanded by central agencies.

Education

Degree from a recognized university in a field relevant to the position (ie. Business Administration, Commerce. Etc.)

An equivalent combination of education and recent/significant practical experience in a similar environment may be considered.

Experience

  • Significant experience in leading and managing a complex procurement directorate including human resources, contract management and negotiation, and budgeting.
  • Experience in project management while prioritizing competing clients’ requests.
  • Significant experience in supply chain processes and administration of procurement management in the Public Service.
  • Experience in working with teams to resolve issues and develop organizational strategies.
  • Significant experience related to Procure to Pay (P2P) initiatives and procurement cards programs.
  • Experience with energy commodity markets and futures for natural gas, oil and electricity.

  • Knowledge of government policies, legislation and regulation related to procurement in the Public Service, and current and emerging trends; and best practices.
  • Extensive knowledge of treaties, agreements and laws governing public procurement, Ontario Public Sector Accountability Act Bill 122, and Competitive Bidding Act, 1981.
  • Ability to lead, build and motivate individuals and teams to meet or exceed performance expectations.
  • Ability to build internal alliances with clients to understand and meet their needs and to set direction based on these needs.
  • Ability to develop and manage a complete HR program for the department, including the managing of staffing levels, the development of a succession plan, staff training and development, change management, and the implementation of strategies to promote NRC’s policies and employment philosophy.

Compensation

From $147,118 to $176,471 per annum.
