Halifax Regional Municipality is inviting applications for the term position of Election Logistics Officer. Reporting to the Elections & Special Projects Manager and following specific instruction and requirements as found in the Municipal Elections Act (MEA) of Nova Scotia, the Election Logistics Officer will be responsible for tasks associated with the logistics of the Election Office, preparation of polling locations, delivering election materials, and supporting the Election officers for the Municipal Conseil scolaire acadien provincial (CSAP) elections.
DUTIES & RESPONSIBILITIES:
- Develops the Election logistics plan, including inventory and warehousing of Election supplies and materials.
- Working with the Election Area Officers, ensures the printing, purchase, production and preparation of polling district packages, ballot boxes, materials and supplies for polling locations and Remote Accumulations Sites. Assists with the evaluation and approval of polling locations to determine if they meet election requirements regarding accessibility, technical requirements, appropriate location, access, and parking.
- Develops, oversees, and delivers a system to ensure that polling location materials and voting materials are produced and arrive at all polling locations in time for opening of polls. This may include working with Election Day staff, setting up Remote Accumulation Sites and monitoring drop locations, or any other method determined with the Elections & Special Projects Manager and Returning Officer.
- Coordinates the assembly, transportation and return of secured and unsecured election material (ballot boxes, ballots, supplies, signage)
- Coordinates with internal Business Units & contractors (as required) to ensure equipment is installed and ready in polling locations.
- Assists with the development of a process that addresses any issues around signage, access, or any other logistical issues at polling locations to ensure adherence to election processes.
- Actively recruits a team of logistics workers in various areas of the Halifax Regional Municipality to assist in the logistics of poll locations leading up to during voting days.
- Coordinates the scheduling, communications and follow up with Election logistic workers to ensure that each poll location is supported to meet the requirements of the election.
- Works alongside IT to develop materials (such as wayfinding information, best routes, contingency plans) for election polling locations.
- Supports the Election Area Officers to ensure poll locations in each district close in accordance with the Municipal Elections Act (MEA).
- Supports the Election Area Officers to ensure ballot boxes and election material from each poll within districts are conveyed and transported to the Election Office or Remote Accumulation Site in a timely manner after the close of polls (8pm onward).
- Coordinates a system within the Election Office that ensures ballot boxes, poll books, and other voting materials from each location are organized in a manner that allows for easy access.
- Assists in the unpacking of ballot boxes and prepares election materials for inventory/storage/destruction in accordance with the Municipal Elections Act (MEA).
- Coordinates the contract/logistics of records destruction under the direction of the Returning Officer.
- Participates in review of the 2024 Election Project and assists with lessons learned documentation in preparation for the 2028 Election Project.
QUALIFICATIONS
Education & Experience:
- Diploma in Business Administration, Information Technology (IT), Logistics, or related field
- Experience and skills in successfully managing logistics in a highly complex and time-driven environment.
- Working knowledge of the municipality’s districts (or in-depth knowledge of an area of the Halifax Regional Municipality)
- Experience working with the public.
- Ability to exhibit strong teamwork and customer service skills.
- Experience and skills to manage multiple tasks, set priorities, and meet strict deadlines.
- Experience in elections would be considered an asset
Technical/Job Specific Knowledge and Abilities:
- Experience in the use of current office technology and related software including but not limited to: Microsoft Office (Word, Outlook, Excel, PowerPoint, and Teams)
- Ability to exercise sound judgment and discretion when dealing with challenging situations.
- A valid Nova Scotia Driver’s license, safe driving record and reliable vehicle are required for this position (mileage will be paid in accordance with the approved Halifax Regional Municipality local travel policy)
- Ability and comfort in driving a 1-ton truck/large van (air brakes not required).
- Knowledge of telephone, internet and computer installation would be considered an asset.
An equivalent combination of education and experience may be considered. Applicants relying on education and experience equivalencies must clearly demonstrate such equivalencies in their application.
Security Clearance Requirements: Applicants may be required to complete an employment security screening check and have a clean drivers abstract.

SALARY: Non-union level 3, $47,630 – $65,490 annually
