Job description: DIRECTOR OF FINANCE

Government Services and Administration Building

The purposes of this position are:

  • To oversee all financial and information technology matters of the Curve Lake First Nation including:
  • Financial and information technology services and operations,
  • Development of annual operating, capital, and program budgets,
  • Oversight of financial and strategic planning,
  • Stewardship of financial and capital assets through appropriate financial policy and controls,
  • Financial and operational reporting and analysis.

The duties and responsibilities of this position are categorized into four main functions:

Financial:

  • Develops and executes the financial management strategies and financial service delivery framework including financial policies, practices, procedures, controls, and reporting systems.
  • Leads the financial operations according to best practices, professional ethics and standards, financial principles, policies, regulations and CLFN strategy.
  • Develops and makes recommendations on financial structure, processes, controls, and reporting to ensure finances are managed according to relevant statutory requirements, financial administrative law, policies, procedures, and generally accepted accounting principles.
  • Directs and coordinates the planning and preparation of annual and long-term budgets.
  • Act as key liaison with government and other funding agencies to maximize opportunities to finance operations and develop capital infrastructure.
  • Oversees the preparation of timely, accurate and relevant financial analysis and reports with appropriate comment and advice to ensure stewardship of financial resources.
  • Leads the development of corporate accounting and financial information systems and approves the design of the financial components and controls; monitors accounting and financial reporting systems to ensure effective prevention and detection of fraud and errors, and the safeguarding of financial resources and capital assets.
  • Leads the treasury function including cash flow forecasts, monitoring working capital requirements, investment management, and liaison with corporate trustees and funding agencies.
  • Directs, monitors, and implements the integrated risk management program and practices to identify, analyze, plan, and monitor CLFN’s business and government operational risks to improve decision making and allocation of resources.

Information Technology:

  • Establishes and executes the strategic direction of CLFN’s information technology and systems.
  • Directs and coordinates information technology services such as systems analysis and design, feasibility studies, and programming of information, communication, and office automation systems.
  • Identifies and recommends new technologies and services that will improve efficiency, processes, and operations; reviews requests for additional services and upgrades, assessing the costs and benefits to the organization.
  • Approves the purchase, rent, lease, license, or other acquisition of hardware, software, or services needed to meet CLFN’s needs.
  • Monitors and reports progress on development projects, resource utilization, and production performance to leadership.
  • Ensures the integrity and reliability of computerized information systems, communication systems, and office systems including the security of data acquired and stored.

General Duties:

  • Leads and directs staff, establishes objectives, priorities, and performance expectations; ensures orientation and training are made available; and fosters improved employee performance through leadership training, mentoring and career development.
  • In collaboration with the Executive Director and the senior leadership team will contribute to the development, implementation, monitoring and the reporting of the results of CLFN’s strategic, operational, and business plans.

QUALIFICATIONS: (APPLICANTS MUST SHOW NECESSARY PROOF WITH APPLICATION OR WILL BE AUTOMATICALLY SCREENED OUT)

Education & Experience:

  • Certification as a CPA
  • Business Degree with 5 or more years’ experience in financial management
  • Knowledge of Curve Lake First Nation policies and procedures in addition to program and service deliveries
  • Financial management – budget development, cashflow projections, administration of approved budget, ensuring department adherence to financial policy.
  • Working knowledge of governmental policies, programs, services and procedures at the Federal Provincial and Regional levels

  • Possess a breadth of knowledge at the organizational level, including its strategic and operational goals and objectives, partnerships, internal and external relationships, governance, and laws/regulatory issues.
  • Ability to multi-task, keep organized, develop work plans and ensure accountability including writing reports as required.
  • Must be able to ensure effective Performance Management
  • Analytical thinking – Ability to analyze detail information and using logic to find solutions.
  • High level of computer skills and knowledge of various computer software programs
  • Must be able to assign tasks and ensure successful completion of same
  • MUST have a high respect for confidentiality.
  • Exhibits a high degree of initiative and self-direction and must have good; analytical, organizational, verbal, and written communication.
  • Ability to work with tact and discretion, to exhibit high level public relations and good project management skills are essential Canada’s Food Guide, Employment Standards Act, the Child and Family Services Act, the local fire and Health Departments and the ability to meet the specifications of these Acts and any other regulations that apply to this position. TERMS OF EMPLOYMENT:

This is a Full Time Permanent position beginning immediately. Hours are Monday to Friday. Annual salary range for this position is $86,195 – $93,857 based on a 39.5 work week.
