About this Opportunity
For this particular opportunity, we seek an individual with a background in project accounting and leadership of a financial operations unit in a research environment. The successful candidate will possess an undergraduate degree in commerce, finance, accounting or related field plus completion of a professional accounting designation (CPA, CA, CMA or CGA), and 5 years’ experience with complex budgeting and financial analysis of multi-million dollar research budgets, including 3 years leadership experience, preferably in a post-secondary environment. The salary range for this position is:
Recruitment range: $69,909 – $78,685 starting salary determined by the PEA Collective Agreement.
Performance range: starting salary to max of $91,385 is available through annual performance increases
Job Summary
Ocean Networks Canada (ONC) is a world-leading organization supporting ocean discovery and technological innovation for science, society and industry. ONC is a not-for-profit society that operates and manages innovative cabled observatories on behalf of the University of Victoria that supply continuous power and Internet connectivity to various scientific instruments located in coastal, deep- ocean, and Arctic environments. ONC’s cable arrays host thousands of sensors distributed in, on and above the seabed along with mobile and land based assets. These strategically located instruments address key scientific and policy issues (subsea earthquakes and tsunamis, ocean acidification, marine biodiversity, etc.) within a wide range of environments.
The ONC Corporate Services department provides a wide range of financial and administrative services including accounting, financial planning and budgeting, decision support, information technology, performance and enterprise risk management, human resources and office administration and fundraising.
Reporting to the Chief Finance Officer (CFO), the Financial Operations Manager position would be suitable for an individual with a background in project accounting and leadership of a financial operations unit in a research environment. The position is responsible for the day-to-day operational management of the financial services provided for all ONC divisions, supervision of a small unit of financial services staff, project accounting for various ONC projects and ONC’s annual operating fund, including ensuring compliance with financial policies of the UVic and ONC’s funding agencies.
Responsibilities include: Application of Public Sector Accounting Standards (PSAS) and other Generally Accepted Accounting Principles (GAAP) as applicable in performing daily tasks; management of day-to-day operations of ONC Finance Services; ensuring the preparation and reconciliation of monthly financial reporting, outstanding commitments, cash flow and annual reconciliation to GL; oversight of project claims and invoicing process; assuring compliance with funders’ and contract eligibility criteria; ensuring the development of monthly, quarterly and annual financial statements for projects; project audit oversight and preparation of working papers and reports for both internal and external users, governing bodies and funding agencies. Responsibilities also include establishing financial operations practices and procedures within ONC that align with ONC and UVic policies and procedures and generally accepted accounting principles. The Finance Operations Manager in coordination with the CFO, makes recommendations and informs the decision-making of operational planning.
The Finance Operations Manager may periodically be required to work outside of regular office hours (Mon-Fri, 8:30 – 4:30) and on weekends in support of audits or other financial activities.
Job Requirements
This position requires an undergraduate degree in commerce, finance, accounting or related field plus completion of a professional accounting designation (CPA, CA, CMA or CGA) and 5 years’ experience with complex budgeting and financial analysis of multi-million dollar research budgets, including 3 years leadership experience, preferably in a post-secondary environment. An equivalent combination of education, experience, and training may be considered.

Assets:
- Knowledge of ocean research and related research funding
- Experience in an academic (or equivalent) environment with an understanding of University structure, policies, and procedures
- Knowledge of University systems such as ViewCat, FAST Finance, Journal Voucher, Budget and Forecasting, WebReq, Chrome River and FAMIS
