About Our Opportunity
As the Financial Services Officer, you will work in the lending division of the Department of Agriculture. You will be responsible for supporting the operations of the Nova Scotia Farm Loan Board and Nova Scotia Fisheries & Aquaculture Loan Board. You will be responsible for maintaining the loans management system and developing tools that provide accurate and comprehensive information to board staff and directors, overseeing all accounting and financial functions and processes including internal controls, and providing input for board meetings. You will initiate, develop and conduct detailed analysis of the loan portfolio. You will act as the main point of contact and support for staff and directors with respect to the loans management system. You will be responsible for liaising with loan officers, loan administrators, risk, management, and with other divisions in the Department of Agriculture.
Primary Accountabilities
You will maintain and compile detailed accounting procedures ensuring compliance with Public Sector Accounting Standards. You will also ensure all board activities align with The Agriculture and Rural Credit Act, The Fisheries & Coastal Resources Act, Forestry Act, and The Provincial Finance Act and all applicable regulations. You will support the day-to-day activities of the boards by amortizing loans, calculating payment schedules and payout requests, processing funds disbursements, and supporting month end, and year end audit processes.
As the Financial Services Officer, you will report to the Manager, Finance.
Qualifications and Experience
This may be the right opportunity for you if you have 3 years of post-secondary professional accounting training plus 6 years of related experience in a lending environment; an equivalent combination of training and experience may be considered.
You demonstrate strong research, analytical, organizational and project management skills as well as experience with a high level of competency in data evolution and interpretation. You have a proven ability to design and produce financial reports and / or presentations tailored to meet the needs and preferences of an independent board of directors.
You have knowledge of basic finance concepts as well as proficiency in Microsoft Office. You possess exceptional communication (written and verbal) and comprehension skills with the ability to work well in teams and under your own initiative. You have supervisory experience in a busy office environment.
While not required, it is considered an asset if you have knowledge of the Corporate Financial Management System (SAP), experience working with lending software, and financial audit experience.
We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Pay Grade: TE 24
Salary Range: $2,222.35 – $2,617.48 Bi-Weekly
