Job Description:
The Municipal District of Bonnyville is currently seeking a dynamic individual to fulfill the role of General Manager of Infrastructure Services.

Our rural community ( ) is a thriving municipality in northeastern Alberta, 2.5 hours northeast of Edmonton. The M.D. has a fantastic community base of 12,000 residents, and an excellent, growing economy consisting largely of agriculture and oil-related industries.

Reporting to the CAO, the General Manager of Infrastructure Services is responsible for the coordination of all activities related to water treatment & distribution, wastewater treatment & collection, storm water management, standard engineering design, road infrastructure, capital project planning and design, facility, and fleet maintenance. This position oversees three direct reports, 55 full-time staff, approximately 30 seasonal, and is responsible to manage an estimated annual budget of $50M.

The ideal candidate will possess a post-secondary education in Civil Engineering, Infrastructure Management, or an equivalency in a related field as well as excellent leadership and proactive skills. Other duties include:

  • Demonstrate leadership and direction to the Transportation and Infrastructure Managers, Transportation and Utilities Foreman, and all staff within the department.
  • Form an integral part of the executive team to provide guidance on overall organizational strategic planning and growth strategies.
  • Set organizational performance measures and subsequent evaluation methods in collaboration with the executive team.
  • In consultation with the CAO, ensure the goals and objectives of Council are achieved.
  • Provide expertise, guidance, and recommendations to the CAO, executive team, and organizational leaders in all aspects of Infrastructure Services.
  • Manage the approved operating and capital budget and remain compliant to municipal policy.
  • Manage infrastructure pertaining to capital project planning, design, and construction.
  • Manage the departments’ projects ensuring the mechanisms have been identified to measure, monitor, and report activities in relation to transportation and infrastructure.
  • Plan, establish and direct an effective system to monitor fleet and facility maintenance.
  • Supervise the maintenance, repair and operation of the water and wastewater systems.
  • Ensure through staff or consultants, the inspection, and evaluation of all bridges, and other major drainage structures within the municipality’s infrastructure.
  • Develop terms of reference for required consultant services, solicit and evaluate proposals with a recommendation for consultant activities.
