Job description: The General Manager of Transportation and Agriculture is accountable and responsible for transportation, roads, bridges, water, wastewater, solid waste, fleet / equipment, facilities, Wheatland County lands / properties, and agricultural programs.

As a member of the County’s senior management team, the General Manager of Transportation and Agriculture will provide expertise regarding the development of policy recommendations, municipal strategic planning and implementation, issues resolution, and other management and operational matters.

The General Manager of Transportation and Agriculture has the following direct reports: Manager of Technical Services, Manager of Operations, Manager of Agriculture and Environment, and the Administrative Assistant to Transportation and Agriculture.

Key Responsibilities:

  • As a senior manager with direct reports, participate in the recruitment and selection process, conduct new employee onboarding / orientation, train, coach, performance manage, participate in the progressive disciplinary process up to and including terminations, participate in employees’ career development, and actively participate in other corporate-endorsed human resource management processes and procedures.
  • As a member of senior management, participate in strategic planning; establish department business goals and objectives; oversee and monitor results of department programs, services, legislated duties, education and awareness activities, and reporting processes, to support the achievement of Wheatland County short and long term business goals.
  • Presentations of reports and information sessions for Council, internal staff, and other stakeholders.
  • Direct the preparation of the department strategic plan and budget; establish objectives that ensure the budget meets deliverable targets set out in the County’s Strategic Plan; develop, for approval, department operating and capital budgets including long-range budgets that support the department’s mandate, and meets the goals and objectives of the County’s Strategic Business Plan.
  • Oversee the purchase and disposal of department operating supplies and capital.
  • Direct the preparation of the Requests for Proposal (RFP) for engineering and maintenance services, as required.
  • Oversee capital project implementation and liaise with consultants, contractors, and Wheatland County staff.

Transportation

  • Evaluate the effectiveness of the Transportation policies, programs, and resources to stated objectives of the department; review issues and make recommendations to the CAO.
  • Establish objectives, oversee, and monitor administration of the multi-year capital budget for infrastructure including roads, bridges, land acquisition, and land disposal.

Technical Services

  • Evaluate the effectiveness of Utilities policies, programs, and resources to stated objectives of the department; review issues and make recommendations to the CAO.
  • Establish objectives, oversee and monitor administration of the multi-year capital budget for infrastructure including water and wastewater treatment, distribution, solid waste transfer locations, and associated facilities.
  • Maintain relationships with the Wheatland Regional Corporation.

Fleet / Equipment

  • Evaluate the effectiveness of the current fleet operation, future needs, and policies, programs and resources to stated objectives of the department; review issues and make recommendations to the CAO.
  • Establish objectives, oversee and monitor administration of the multi-year capital budget for fleet / equipment.
  • Ensure compliance with Alberta Transportation fleet and equipment regulations.

Facilities

  • Evaluate the effectiveness of the current Building Management System (BMS) and building maintenance agreements; review issues and make recommendations to the CAO.
  • Establish maintenance level objectives; oversee and monitor the quality of service provided.
  • Establish objectives, oversee and monitor administration of the building maintenance budget.

Agriculture and Environment

  • Evaluate the effectiveness of the Agricultural Services Board (ASB) department including agricultural / environmental programs; review issues and make recommendations to the CAO.
  • Establish objectives, oversee and monitor administration of the budget for Agriculture and Environment.

Occupational Health and Safety (OH&S)

  • Evaluate the effectiveness of the current OH&S policies, programs and resources to stated objectives of the department; review issues and make recommendations to the CAO; work with the CAO and other senior management members to ensure appropriate workplace health and safety objectives are met, and provide guidance to the Health and Safety Advisor regarding the planning and implementation of occupational health and safety initiatives.
  • Maintain own compliance with OH&S and ensure all applicable employees are in compliance with OH&S including employee attendance at regular safety tailgate meetings, employees being properly trained in OH&S related topics, and ensuring employees complete work in a safe manner.

Other

  • Provide reports and information on department services and attend meetings of the Council, Council Committees, and Boards, as required.
  • Direct the conducting of research related to bylaws, policies, management reports, etc.
  • Ensure departmental bylaws are up-to-date.
  • Liaise with legal counsel regarding bylaw and policy matters and litigation.
  • Make any necessary recommendations and adjustments to practices, operations, staffing, and positions.
  • Meet regularly with managers and department staff to keep abreast of departmental operations; facilitate two-way information exchange and provide input for operational critique and improvements.
  • Ensure adherence to all applicable Wheatland County policies and bylaws.
  • Ensure departmental information is available to County residents through a broad range of communication tools including newsletters, County website / web page, and media releases.
  • Relate to and communicate with senior management, Council, colleagues, customers, external agencies, government, and vendors sincerely, clearly, tactfully, promptly and courteously; respond to inquiries and complaints promptly and professionally.
  • Perform tasks, consistent with the position, including special projects / assignments, as may be required on an ad hoc basis, and as assigned by the CAO.

Qualifications:

  • A degree or diploma from a recognized post-secondary educational institution in the field of Civil Engineering or Civil Engineering Technology, or a related field
  • Current professional membership in good standing with APEGA
  • Five to seven (5-7) years of progressive experience in a management or supervisory role, preferably in a rural municipality
  • Strong background of progressively more responsibility in the operation of a municipality
  • High proficiency in the use of computer programs including MS Office Suite (Word, Excel, Outlook)
  • Excellent communication skills including written and verbal
  • Excellent public relations skills
  • Strong skills in public policy and bylaws development
  • Effective problem solving and decision making skills
  • Effective organizational and time management skills; comfortable managing many different priorities concurrently
  • Effective negotiation and conflict management skills
  • Ability to multi-task in a fast paced environment
  • Valid Class 5 Alberta drivers’ licence

Working Conditions:

  • This position works a 5 day work week, Monday to Friday, with one day off in a 3 week cycle; hours of work: standard 37.5 hour work week
