Job description: The Manager, Human Resources and Labor Relations mandate is to support the project team through the effective management of all labour relations matters on site. This is a site-based position assigned to a major infrastructure project in Golden, BC.

Key Responsibilities

Develop strategies to facilitate the HR/LR activities for the project.
Oversee the onboarding process for all craft.
Participate in recruitment activities where needed.
Provide guidance and advice to home company HR teams to advise on staff employee relations issues.
Develop and support employee and industrial relations and communications strategies.
Develop and implement procedures and processes to efficiently manage the human resources and labour relations function for the project.
Work closely with the Indigenous Contracting and Employment Coordinator.
Understand the commitments made in the project agreement and work to deliver on commitments where applicable.
Maintain a pulse on employee and labour relations and provide recommended actions to Project Management to maintain a positive morale.
Apply knowledge of employment legislation, the applicable collective agreement(s) and government reporting regulations affecting HR/LR functions and ensure policies, procedures, and reporting are in compliance.
Effective situation and conflict management, working closely with management to ensure employee and labour relations issues are handled professionally and timely.
Case management and investigations.
Coaching managers and employees as required.
Working closely with union representatives to work through craft disciplinary issues.
Provides expertise on contract interpretation related to collective agreements.
Management of grievances, attending meetings, tracking progress and drafting responses.
Manage the accurate filing of contracts and employee management data.
Demonstrates a commitment to a safe and respectful work environment; understands the safety and environmental objectives of the organization and supports these efforts in a visible manner.
Perform other administrative duties as required.

Required Knowledge and Experience

Degree in Human Resources, Industrial Relations, Organizational Development or a related discipline.
7 to 10 years of Human Resources work experience, 5 of which include labour relations experience.
Demonstrated ability to deal with unions and collective agreements.
Experience working on a complex, fast-paced construction project where multiple stakeholders are involved.
General knowledge of the business environment and broad, in-depth and varied knowledge of business organizations, processes, organization design, change management, systems and procedures.
Demonstrated ability to build strategy, plan for the short and long term, conduct a business analysis, build partnerships and client relations, manage and mobilize teams.
Excellent interpersonal and conflict resolution skills.
Ability to build rapport with multiple stakeholder partners.
Ability to exercise confidentiality, discretion and tact when dealing with sensitive employment matters.
Exceptional communication skills – both written and spoke.
