Treasury Board and Finance, Edmonton – Economic and Fiscal Policy

The Economics and Fiscal Policy Division plays an integral role in the development of Alberta’s fiscal strategy. This position works in the Fiscal Planning and Analysis branch.

The Fiscal Planning and Analysis (FPA) Branch conducts fiscal and policy analysis on expenditure and revenue trends both in Alberta and in other jurisdictions, as well as on relevant policy developments with significant longer-term fiscal implications for the province. The Branch is also responsible for providing expert analysis and advice on federal-provincial and interprovincial fiscal issues and negotiations.

Role

Are you up for a challenge? Do you want to be at the heart of providing advice on federal-provincial fiscal issues to the Alberta government?

Reporting to the Senior Manager, Federal-Provincial Fiscal Relations, you will provide professional analysis and advice on matters relating to major federal-provincial fiscal transfers, including the Canada Health Transfer (CHT), Canada Social Transfer (CST), the Fiscal Stabilization Program (FSP) and Equalization. You will also support the work of the Branch in other areas, providing policy analysis and advice on other fiscal issues and special projects as needed. These functions often require working within very tight timelines and responding to special requests coming from the Minister, Deputy Minister and Assistant Deputy Minister.

As the Intergovernmental Fiscal Analyst, you will demonstrate an in-depth knowledge of economic theory and quantitative techniques, as well as sound knowledge of federal-provincial fiscal arrangements.

You will understand existing literature on public finance, as well as the policy context. Additionally, you will display good judgment in ‘weighing the evidence’ before making recommendations. These skills will assist you in providing economic and fiscal analysis of federal and provincial government budgets, reviewing and providing analysis of external research, and undertaking original research on a broad range of fiscal issues.

Your work in the role of Intergovernmental Fiscal Analyst will have important implications. For example, it will help inform the government’s strategic approaches to federal fiscal transfers, which account for over 10 percent of the province’s total revenue.

We are looking for a strong team player who works collaboratively and exhibits a high degree of initiative, responsiveness, professionalism and judgment. Exceptional verbal and written communications skills will be key in framing and communicating your policy advice. Your ability to adapt to change, as well as set priorities, will allow you to manage a complex workload and deliver timely results.

Qualifications

A Master’s degree in Economics is preferred, a minimum of a Bachelor’s degree in a related field such as Economics or Statistics, etc. is required.

Experience in using econometric software (econometric modelling), MS Office (Word, Excel, PowerPoint, etc), or other related spreadsheet and data-management software programs is also preferred.

Assets include:

  • Knowledge of economic and policy research techniques.
  • Experience conducting literature searches and retrieving data from online sources.
  • Strong written communication/experience including writing briefing notes and/or business correspondence.
  • Strong oral communication skills/experience including experience presenting information/findings.

Equivalencies may be considered as directly related experience or education considered on the basis of: one year of experience for one year of education or one year of education for one year of experience.

Salary

$2,281.95 to $2,993.39 bi-weekly
