The Department of Education and Early Childhood Development is leading the transformation of the Early Learning and Child Care (ELCC) and public education system in Nova Scotia. This will provide children and families with a strong foundation for lifelong success and well-being. Nova Scotia regulates, funds and provides policy and program support to early learning and child care programs, and other key partners, across Nova Scotia to develop and sustain quality early learning and child care programs province-wide.

About Our Opportunity

As the Manager you provide sound, timely financial management and planning advice, direction, and services to the Early Years branches in all areas of program delivery and administration, including work related to the overall identification, design, planning, implementation, and integration of the Canada-Nova Scotia Canada Wide Early Learning and Child Care Agreement (CWELCCA).

As the Manager, you work as part of a collaborative team to lead the development of financial programs that support the child care sector and provide expert financial advice to other managers, directors, executive directors, and Senior Management of the Department of Education and Early Learning and Child Care on matters related to financial and agreement management for the Early Years branches.

This position reports to the Project Executive, Affordability and Systems Modernization.

Primary Accountabilities

  • Leads the design and development of innovative funding programs to support long-term sustainability of the early learning and child care sector, including research, data collection and analysis, consultation, formulation, and implementation of new funding models.
  • Delivers sounds financial management and planning advice as it pertains to program development, program delivery, administration, and federal-provincial agreement management required to support strategic, transformational, operational, and business planning initiatives.
  • Leads expenditure tracking and planning and manages the monthly forecast process for the division, working with senior staff to compile financially accurate forecasts.
  • Supports compliance reporting and coordinates annual external audits under federal-provincial agreements.
  • Ensures Office of the Auditor General (OAG) and Internal Audit Centre (IAC) recommendations, within the scope of the positions’ responsibility, are addressed in a timely and appropriate manner.
  • Communicates clearly and timely with both internal and external stakeholders.
  • Improves operational effectiveness, efficiency, and internal controls as it relates to financial matters through improved business processes, procedures, and technology.

Qualifications and Experience

To be successful in this role you possess a relevant undergraduate university degree with a focus in accounting or finance. Your education is accompanied by progressive experience in the above areas, with several years of managerial experience. An acceptable combination of training and experience may be considered. A professional accounting designation is required.

You are a demonstrated leader, team player, and independent thinker able to demonstrate the following skill sets:

  • Expertise in the design, development, and implementation of financial programs, including research, analysis, option development, consultation, planning, and implementation.
  • The ability to critically analyze and cost programs, forecast operations, analyze financial statements, and counsel clients on finances and reporting.
  • Experience developing systems, procedures, and policies with respect to financial accountability.
  • Knowledge, professional judgement, and ability to problem-solve complex issues in a collaborative and responsive manner, in a fast-paced and dynamic work environment.
  • Strong communication, change management, and relationship-building skills, including experience working with external partners. You are sensitive to political, cultural, and people requirements, can recognize resistance and have the skills to overcome challenges.
  • Experience providing advice and developing recommendations to senior leadership, including the preparation of information and briefing notes and presentations.
  • Proficiency in computer applications such as Microsoft office (Word, Excel & Power point) and knowledge of financial applications.

Assets considered for this position:

  • Direct experience working with community program delivery partners.
  • A working knowledge of and the ability to apply and interpret government policies and procedures.
  • Experience working in a government setting.

Additional Information

Please note, this is expected to be a 3- year term status position with an end date of December 31, 2026; however, the position status (“term”, “temporary” or “casual”) is dependent on the start date of the successful candidate.

Pay Grade: EC 12

Salary Range: $3,561.95 – $4,452.43 Bi-Weekly
