Our Unions Station Rail Corridor Office is seeking a Manager, Construction Contract Administration to provide leadership in management of major construction contracts across the Capital Projects Group.
Reporting to the Senior Manager, Construction Management Office, The Manager will manage the development, deployment and continuous improvement of strategies, quality assurance standards, and key performance measures with a focus on excellence in contract management while ensuring selected service provider relationships and contracts are managed, maintained, and enhanced in support of strategic goals.
What will I be doing?
- Managing the development and implementation of comprehensive strategies, methodologies, tools and techniques for contract management and administration excellence along with continuous improvement.
- Providing technical expertise and guidance through all phases of the contract life-cycle including proposal, negotiation, award, contracts execution, and close out.
- Providing expertise in the interpretation of contract documents to maintain a fair, impartial and unbiased position in the administration of construction contracts. Providing guidance to staff in the interpretation and management of change orders, timing, notifications, and dealing with disagreements. Monitoring contract amendments to ensure they are issued in writing and that negotiation and discussions are recorded.
- Providing oversight to the development, implementation and ongoing maintenance of the Construction Contract Administration Manual and training materials around contracts administration strategy and contract administration processes, recommends changes to procedures to improve management of risks and liabilities.
- Developing and managing quality assurance systems for the identification of risks associated with contractual obligations; evaluating controls to mitigate risks to improve the effectiveness of risk management control and processes which will ensure the organization achieves value for money; recommending changes to procedures to improve management of risks and liabilities
- Managing the development of key performance measures to assess current contract management processes, to monitor contractor performance against contractual obligations, and ensure protection of corporate interests
- Directly manages 10 employees in a single work group or team performing related tasks.
- May be exposed to construction site work health and safety hazards and may be required to work outside of regular business hours (e.g. weekends, nights)
Qualifications
- Minimum ten (10) years of experience in progressively responsible roles related to the planning, design, and construction of rail and/or transit infrastructure and related works including at least five (5) years of experience managing large, complex, multi-year transit projects in an operational environment.
- Completion of a degree in Engineering or a combination of education, training and experience deemed to be equivalent.
- Knowledge of Contract Law, Canadian Construction Documents Committee documents (CCDC), the Construction Lien Act, Occupational Health and Safety Act, Environmental Assessment Act and the Professional Engineers Act, contracts documents, specifications and drawings, and legal statues Contracting principles, practices, rules, regulations and procedures to assess risks and provide advice on procurement through the tendering process and the implications of the terms and conditions of contracts.
- Risk assessment methods to identify and recommend areas of focus in the development of business cases and other contract related documentation.
- Quality assurance and quality control principles, practices and methods to lead the implementation of controls for contract management processes.
- Performance measurement principles and methods for evaluating program performance using financial and nonfinancial measures, including identification of evaluation factors, metrics, and outcomes and proceedings.
