As Manager Faculty Budget and Finance, you will be responsible for a wide range of financial and administrative functions for the Office of the Dean and various programs within the Temerty Faculty of Medicine. Working in close partnership with the Comptroller & CFO, you will lead and inspire a team of finance professionals to achieve department and Faculty’s business community’s goals through delivery of strong financial management. Drawing upon your comprehensive knowledge of applicable policies and accounting principles, you will contribute on key matters relating to budget implementation, planning, reporting and analysis, financial systems and financial management. Your strong financial acumen and proven ability to navigate and influence within complex organizational structures will help to advance our Faculty’s financial and budgetary priorities.

Your responsibilities will include:

  • Providing financial expertise and leadership, including performing complex forecasting, budgeting, analyzing, reconciling and reporting on operating budgets and restricted funds
  • Developing, implementing and monitoring the Faculty’s annual operating budget, financial operations and departmental budget preparation
  • Presenting complex cost/revenue modelling for a wide variety of Faculty planning purposes (space/budget planning, faculty complement, enrolment planning, revenue generation)
  • Preparing forecasts, projections and reports; including preparing detailed summaries on funding requirements and allocations, identifying variances and preparing financial forecasts
  • Acting as the Faculty’s advisor to the Faculty’s business community on financial issues, participating and representing the Faculty at various committees and working groups
  • Developing and delivering budget and financial training sessions for staff with financial responsibility based on knowledge of financial practices
  • Recruiting and managing administrative staff and assuming overall responsibility for human resources and labour relations

Essential Qualifications:

  • University degree and completion of a recognized professional accounting program (CMA, CGA, or CA), or equivalent combination of education and experience
  • Minimum 8 years of related budgeting, accounting and financial analysis experience in a higher education environment, a large public sector setting or a large complex environment
  • Significant experience with administrative management systems (FIS, HRIS, and RIS) and with University budgeting / financial policies and procedures
  • Experience with the University’s budget model, policies, procedures, guidelines, systems and structure is highly desirable
  • Must be able to interpret complex policies and procedures related to financial and space issues
  • Demonstrated experience in liaising with senior administrators, responding to and handling matters of a complex and sensitive nature
  • Demonstrated knowledge of human resources policies and procedures and routine collective agreement interpretation
  • Proven management and leadership skills in a preferably in a unionized environment; experience in team building and managing change

Skills:

  • Strong proficiency with personal computers and related software, including advanced proficiency in MS Word and Excel
  • Knowledge of the University’s Administrative Management System (AMS), including the Financial Information System (FIS) and Human Resources Information System (HRIS), or a similar large enterprise system
  • Knowledge of the University of Toronto Business Intelligence (UTBI) program and analytical tools, including Cognos and Tableau
  • Demonstrated ability to plan and execute complex projects and manage conflicting priorities while working toward tight deadlines
  • Must be able to translate statistical and analytical results into easily understood terms using conceptual thinking skills
  • Ability to influence others and lead change in financial practices
  • Able to respect matters of a sensitive nature and maintain confidentiality
  • Ability to lead and assemble working groups and committees to discuss and assess projects that require input from many stakeholders and provide leadership to guide and oversee their efforts
  • Client-services oriented with demonstrated listening and critical thinking skills.
  • Strong decision-making skills; superior planning skills with a focus on executing and competing tasks under pressure and within deadlines
