Reporting to the Chief Constable, the Manager Finance is responsible for the senior direction and oversight of all financial operations and financial planning for the SPS. The incumbent plans, controls, analyzes, reports, and audits the financial direction of the SPS, in alignment with financial standards, legislation, and the City of Surrey’s requirements. This position participates in setting and achieving SPS goals and objectives through prudent and complex financial management. The Manager Finance leads a team in establishing and maintaining financial policies, procedures, controls, reporting, and standards for the SPS.
The position supports and advises the Executive Leadership Team and is accountable for the management, planning, organizing, and coordination of the budget, accounting, and payroll units of the SPS.

The position provides advice and analysis in strategic planning, budgeting, forecasting, financial decision making and planning by providing complex financial analysis; forecasts present and future financial needs for the SPS; interfaces with the City of Surrey’s Finance Team; and attends Surrey Police Board (SPB) Finance Committee meetings to provide advice and guidance on financial matters.

The position liaises with and understands protocol/communication channels with the SPS Executive Team, the Surrey Police Board, the Executive Director of the Surrey Police Board, the City of Surrey, provincial and federal government officials, community representatives, and private sector business leaders.

RESPONSIBILITIES
Lead the preparation of operating and capital budgets, manage, monitor, control, audit, and report. Ensure all required financial reporting is done to required standards and timelines.

Analysis, audit, and forecast of SPS financial data in support of the development and delivery of the SPS strategic plan. Under the direction of the Chief Constable, lead the development of the long term (multi-year) financial plans.

Advise the SPS Executive Team on finance related to its strategic planning, resourcing decisions, reporting requirements, etc. Support all sections of SPS with their operating decisions, including new initiatives, by providing financial information and assisting with sourcing funding. Provide advice, consultation, analysis, and support to other SPS divisions/sections and staff on financial matters.

Establish financial policies and procedures to meet the goals of SPS’ strategic policies and procedures. Monitor service delivery to ensure financial policies and procedures evolve as required. Ensure the timely and accurate reporting of financial information in support of SPS decision making and financial controls.

Direct the preparation of financial reports and analysis for the SPB. Participate in planning and recommending the financial direction and policies to the SPB in support of the Chief Constable.

Manage, direct, coordinate, and evaluate the activities of the SPS Finance Team, including finance analysis and reporting, accounting, budgeting, capital planning, payroll, and purchasing.

Exercise general control of the overall accounting methods in accordance with generally recognized accounting principles and the definition of information requirements relating to finance and budgeting. Direct and coordinate financial impact and feasibility studies for SPS strategic planning.

Direct the preparation of capital and revenue forecasts and reports to the SPB Finance Committee as to the availability of funds and financing and prepare economic reviews. Attend SPB Finance Committee and Board meetings and advise on financial matters.

Maintain an effective working relationship with the City of Surrey.

QUALIFICATIONS

  • Bachelor’s degree in finance, business administration, or in a related field from a recognized university, along with a professional accounting designation, and 10- 15 years of progressively responsible related experience, including experience at a senior management level in a public sector environment or an equivalent combination of education, training and experience.
  • Experience in a policing environment is an asset.
  • Communicates effectively both orally and in writing internally and externally. Communicates effectively with large audiences.
  • Leads, mentors, and engages staff to meet organizational needs.
  • Approaches issues from a strategic perspective, with a focus on overall organizational objectives.
  • Negotiates/resolves conflict effectively without disruption to workflows or interpersonal relationships. Uses good judgment, makes decisions, and takes actions that move issues to closure.
  • Deals tactfully, courteously, and effectively with diverse range of internal and external stakeholders.
  • Establishes and maintains effective working relationships with staff and all levels of management. Establishes and maintains effective and continuous liaison with member of the Surrey Police Board and its Committees.
  • Highly developed analytical and critical thinking skills to problem solve and make decisions to resolve issues.
  • Comprehensive knowledge of finance, with thorough knowledge of financial regulations and financial practices, policies and procedures.
  • Ability to use financial management systems for analysis and to develop key metrics to measure achievement of strategic planning goals.
  • Knowledge of related federal, provincial, and municipal statutes.
  • Strong teamwork, work ethic, and interpersonal skills and able to understand and manage relationships with diverse key internal and external partners.

CONDITIONS OF EMPLOYMENT
