Reporting to the Executive Director, the Manager Finance is the senior financial advisor to the Department in the Region. The Manager is responsible for providing financial management advice and support to ensure that the Regional office conforms to the Financial Administration Act (FAA), the Financial Administration Manual (FAM), and all applicable government financial policies, procedures and directives and directives. The Manager Finance provides leadership to a team of staff focused on Finance, Medical Travel, Purchasing, Shipping/Receiving and administrative supports. The position’s main role is to support the department’s achievement of program goals through the delivery of financial services.

The Manager Finance provides within the framework of financial legislation, directives, regulations, policies and processes, this position provides leadership to their designated team, the region, and the department. The Manager Finance is accountable to the Executive Director for: coordinating the delivery of sustainable budgets for all program areas in the region; assisting regional managers to develop and implement program and policy changes to address programs where resources are insufficient over the long term to run programs in accordance with the guiding policies; developing an effective framework of financial management reports for the use by regional mangers; developing and implementing a process of budget monitoring and control for the region; managing the accounts payables and account receivables systems; assisting with the Government’s year-end accounting process; the Manager is accountable through the Medical Travel Supervisor for arranging all medical travel for patients and escorts; supervising Purchasing Officer and supervising staff members.

The knowledge, skills, and abilities required for this job are usually obtained through an undergraduate degree in business, commerce, or related field, three (3) years of related experience, including one (1) year of supervisory experience. An acceptable combination of related education, training and experience may be considered.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets. A professional accounting designation would be an asset, ability to communicate in more than one Nunavut’s official languages is an asset and an acceptable combination education and work experience may be considered.

As this is a term position until September 30, 2024, current indeterminate Government of Nunavut employees may be offered a competitive transfer assignment for the duration of the term if they are deemed to be the successful candidate, however this is subject to managerial approval.
