Summary

Reporting to the Executive Director, Acute, the Program Director is a key role that provides strategic and operational leadership for efficient and effectively integrated services to specified patient/resident populations comprising a Clinical Program. In partnership with Physician Program Leaders, this position is responsible for ensuring the Program’s goals and objectives are achieved by developing, implementing and evaluating strategic and operational plans in collaboration with operations, practice and corporate leaders consistent with the Mission, Vision and Strategic Directions of the organization. The position fosters relationships with internal and external stakeholders in matters related to services offered.

Qualifications / Skills and Education

Education

Masters degree in a health discipline, health planning, business or related field plus seven (7) to ten (10) years experience in health care administration or an equivalent combination of education and experience.

Duties and Responsibilities

  • Leads and/or participates in operational and system improvements by engaging inter-disciplinary teams in problem solving and applying methods and tools of quality improvement.
  • Partners with identified leaders such as the Physician Program Leaders, Patient Care Managers, Professional Practice & Clinical Informatics Leaders, Leaders of Support and Corporate Services, other Program Leaders and community partners to ensure integration of program components within PHC and delivery of a continuum of integrated care within the Region.
  • Collaborates with the Physician Program Leaders to establish goals, objectives and strategic direction for the Program consistent with the mission, vision and strategic directions of the organization.
  • Ensures effective, two way communications with and among Program teams, so that each team is aware of and understands changes impacting them, the site, the organization and the region and how those changes will impact delivery of services.
  • Represents the Program in the Leadership Forum and other leadership groups, both internal and external.
  • Collaborates with the Physician Program Leader to develop the operating and capital budget plan and to allocate resources for the Program, monitor utilization and productivity indicators, budgetary variances, and determine corrective strategies as required. Justifies new initiatives/services and any budget increases for new or existing services.
  • Partners with Physician and Program leaders to determine the most efficient and cost-effective way to deliver quality services to the Program’s patient/resident populations.
  • Supports the development of clinical and administrative practice guidelines and ensures program alignment with clinical/corporate systems and processes across PHC.
  • Determines performance expectations and provides performance coaching and evaluation for all direct reports
  • Participates as a member of the leadership team by performing related duties such as formulating employer demands for collective bargaining, developing strike contingency plans, participating in the managerial 24 hour call structure, and facilitating and initiating program proposals
  • Facilitates the development of interdisciplinary teaching, learning and research within and across programs

In collaboration with the Professional Practice Leaders: * Develops, recommends, and implements, in collaboration with Human Resource Representative(s), strategies for recruitment and retention of staff that support the goals and objectives of the program.

  • Determines staff mix and complement and skill set to meet clinical needs as identified within the program. Determines allocation of human resources based on understanding of priority clinical needs, standards, benchmarks and workload.
  • Ensure that staff is oriented and align practices to program and PHC guidelines.
  • Ensure that interdisciplinary performance expectations are clear and that processes for coaching and performance appraisal are in place and implemented.
  • Fosters the concept of research based practice.
  • Supports development of clinical practice guidelines.

Performs other related duties as required.
