Intech International Inc. (a subsidiary of BWXT Canada Ltd.) is looking for a Program Manager (Remote).

JOB PURPOSE

To oversee the coordination and administration of all aspects of an ongoing strategic staffing and resource management program that supports the organizations business strategy and enhances organizational effectiveness. This, in part, includes planning, staffing, directing, financing, reporting, and program development.

JOB STRUCTURE AND COMMUNICATIONS

Job Structure

  • This job reports to the President, Intech International Inc.
  • This job has direct reports which include: Logistics Coordinators; Technical Staff (including Engineers, NDT Technicians, and Electrical/Mechanical Technicians); unionized workers.
  • This job has functional relationships internally with Finance & Accounting; Human Resources; affiliate company management and supervision, and; externally with customer management, including contract administration; union business representatives; suppliers.

Communications

  • Regular communications with internal/external customers, employees, suppliers, union business representatives.

ACCOUNTABILITIES

Planning

  • Establish a long term planning cycle that focuses on proactive staffing and business strategy alignment.
  • Liaise with project stakeholders to maintain an accurate master project plan.
  • Assess the need for additional staff and/or contractors to meet demands.
  • Generate resource plans based on manpower demand forecasts.
  • Issue and process contractor staff augmentation request for proposals.
  • Identify and act on risks and opportunities throughout the planning cycle.

Staffing

  • Evolve resource plans into detailed staffing lists detailing roster of workers.
  • Gain resource availability commitments from resource managers and suppliers.
  • Resolve scheduling conflicts between competing resource managers.
  • Work with resource managers to transform detailed staffing list into crew schedules.
  • Issue deployment schedules to resource managers and suppliers for distribution.
  • Proactively manage changes in project scope, identify enhanced deployment opportunities, and address risks with contingency plans.
  • Track completion of site specific documentation deliverables.

Directing

  • Develop and implement sustainable and strategic staffing models.
  • Delegate tasks and responsibilities to appropriate personnel.
  • Map resource redundancy plans for critical roles.
  • Consider succession planning and career development opportunities.
  • Identify business growth risk and opportunities within the program.
  • Support proposal and contract negotiations for new business development opportunities.

Financing

  • Feed resource plans and other inputs as required to Project Controls.
  • Draft increasingly accurate time based forecasts.
  • Consider absorption rates, worker utilization, OT factors, etc. when preparing forecasts.
  • Analyze contractor utilization and cost reports for opportunities to support internal employee growth.
  • Manage overall time reporting cycle including field time reports, individual personnel timesheets, cost reports, and invoicing.
  • Responsible for processing and approving all employee and subcontractor expenses and labour.

Reporting

  • Generate and analyze accurate reports to effectively manage resources.
  • Provide effective and efficient support and resource to project managers.
  • Support contract management activities ensuring resource milestones and metrics are achievable.

Program Development

  • Communicate with management to support customer and company goals.
  • Serve as point of contact for customer interface.
  • Ensure the staffing and resource program is managed effectively and efficiently.
  • Support field activities as required to gain intimate firsthand knowledge of the work being performed.
  • Build, develop, and grow business relationships vital to the success of the program.
  • Establish contacts and network throughout the industry to maintain an extended resource infrastructure.

Other (secondary)

  • Ownership and identifying improvements to critical in-house software applications: Resource Management Program (RMP) and Time Management Program (TMP).
  • HR (Labour Relations, Payroll, Comp, Work Permits, etc.), Safety (EHS Manual), ISO 9001 Program, Sales and Marketing, Supply Chain, F&A, Technical Training, etc.

KNOWLEDGE AND EXPERIENCE

  • University degree from a technical program.
  • Management experience.
  • Project Management experience.
  • Labour relations experience with Unions.
  • Field experience at a Nuclear Generating Station.
  • NDE experience and certification is an asset.
