About This Role

The Project Manager will support the Program Manager for the In-Service Support (ISS), Performance Based Accountability (PBA) contract associated with the Canadian Tactical Armoured Patrol Vehicle (TAPV) program. The position requires unique knowledge and abilities associated with effective execution of a long-term Performance Based Logistics program.

Responsibilities:

  • Key member of the Joint DND/Textron Systems Canada Inc (TSCI) Equipment Management Team (EMT) based in Ontario, Canada.
  • Responsible for achieving program performance-based metrics for Material Support, Reliability and Technical Problem resolution; by leading working groups to develop and drive actions to achieve overall program performance metrics.
  • Monitor the Technical Problem (TP) Management System, formulate Corrective Action Plan (CAP) for TP’s in conjunction with FSR, ILS specialist and Engineering, drive resolution of technical issues on the TAPV.
  • Generate proposals for medium to high complexity development projects. Create the WBS and coordinates bid inputs from engineering, finance, ILS and vendors. Supports schedule and cost estimations from engineering and provides backup data.
  • Develop project management plans in relation to milestone including schedules, scope, budget and risk management.
  • Manage multiple medium to high complexity projects, has primary execution responsibilities to ensure projects remains within budget, on schedule and meets requirements.
  • Monitor and control project financials, oversee project invoicing status, costs, expenses and cash flows.
  • Drive the formal acceptance of the project deliverables, project close-out and acknowledgement by the customer.
  • Manage Field Service Engineering (FSR) resources for completion of fleet wide retrofit and improvement programs.
  • Key member of TAPV Technical and Progress Review meetings.
  • Able to and represent TSCI to the customer in the absence of the Program Manager.
  • Performs other job-related duties as assigned by management.

Qualifications

Qualifications:

  • Bachelor’s degree in Business, Engineering or related field.

Position Requirements:

  • Three (3) plus years of experience in Project Management, Logistics, government contracts or management/administration.
  • Demonstrated experience in management of project scope, cost, schedules and vendors/subcontractors.
  • Proficiency in Project Management Tools and Processes.
  • Understand the Land Equipment Management System.
  • Experience in Performance Based Logistics programs.
  • Clear understanding of MIL-STD-1388 logistics process.
  • Ensures full compliance with the Textron Business Conduct Guidelines.
  • Excellent verbal and written communication skills, French language skills are a plus.
  • Proficient in use of Microsoft Office Suite, specifically Outlook, Word, Excel, and PowerPoint.
  • Position requires travel up to 10%
  • Must be legally able to live and work in Canada.
  • This position requires the ability to obtain a Level II (Secret) Personnel Security Clearance and meet the security assessment requirements of the Canadian Controlled Goods Program. Successful candidates will be required to complete a Reliability Status Screening with positive results prior to onboarding and undergo a Personnel Security Screening once hired. Any offer will be subject to TSCI’s ability to obtain such authorization(s) for the successful candidate.
