Program Introduction

The Canadian RPAS Program is centered upon the procurement and subsequent through-life support of the General Atomics (GA) MQ-9B SkyGuardian RPAS platform as well as supporting Training, Engineering and Logistics support to be provided by the Team SkyGuardian consortium – of which CAE is the major Subcontractor to GA. Contract Award (CA) is expected in Jan 2024 leading to a minimum 25-year sustainment contract. CAE’s contribution will include various RPAS-specific Training Devices (TDs), Courseware and staffing, with roles including Mission Crew and Maintainer Instructors, RPAS Deployable Technicians and various Program/Operations/Logistics support staff. The two main RPAS operating and maintenance sites will be Comox (BC) and Greenwood (NS), whilst the Ground Control Centre (GCC) acting as the hub for Mission Crews, Ground Control Stations (GCS) and simulators will be located close to Ottawa and the NCR.

Role Summary

Directly reporting to the RPAS Program Leader, the RPAS Project Manager (Publications/IT/Cyber) will plan and coordinate CAE’s RPAS workshare specific to Publications, IT Support and Cybersecurity assurance. Specifically, this will include;

Publications.

Receipt of Technical Documents and Manuals from GA requiring format re-structuring in order to be compliant with Canadian TAM and Airworthiness requirements. This work will be subcontracted via CAE’s own Technical Publications Manager

English-to-French language conversion of the same Technical Documents and Manuals, in addition to select Courseware packages. This work will also be subcontracted.

IT. Working with CAE D&S IT Support Manager, the RPAS Project Manager (Publications/IT/Cyber) will coordinate the setup of IT Support infrastructure, staffing and services at the three RPAS sites.

Cyber. Working with the Training Device PM and Engineering team, the RPAS Project Manager (Publications/IT/Cyber) will ensure Cybersecurity assurance across CAE’s deliverables and services, engaging external auditors as required by the contract. There will also be some aspect overlapping with the IT domain here, such as assurance of Training Device support networks within the Ground Control Centre (GCC).

The RPAS Project Manager (Publications/IT/Cyber) will also support various IPTs and Working Groups during Acquisition, appropriate to the above responsibilities.

This role offers the opportunity to manage activities across a broad range of capabilities, each of which will have their own unique challenges. There will be a heavy dependency upon subcontracting and hence strong stakeholder management skills will be required to ensure those relationships remain effective. Self-motivation and a strong desire to influence the Program whilst in its infancy will be key.

This role will be based in Ottawa, reporting through CAE’s Training Centre Operations (TCO) organization.

Core Duties and Responsibilities

Management of RPAS Planisware projects relating to the above responsibility areas, including cost profiling, Work Package scheduling and issue/risk management.

Internal and external stakeholder management (heavy emphasis on management of subcontract services and relationships), expected to include routine participation on the RPAS Publications Working Group (PWG) and the Information Security Working Group (ISWG). Proactive management of Action Items arising from stakeholder engagements.

Routine preparation and delivery of internal project governance activities (e.g. PMR) including monthly financial analysis (support by the RPAS Financial Analyst as required).

Support PMO efforts to introduce new Earned Value Management System (EVMS) processes/policies on RPAS projects.

Be disciplined with respect to Information Management (IM), ensuring that all Information Artefacts (IAs) are carefully Configuration Managed (CM) through life.

Work with the RPAS Program Leader and RPAS Contract Manager with contract/scope changes and/or Additional Work Requests (AWRs).

Qualifications and Educational Requirements

Degree in the field of Science/Engineering/Business preferred.

Eligible for Canadian NATO Secret Security Clearance and Canadian Controlled Goods Clearance.

Preferred Skills and Competencies:

PMP certified (or willing to obtain as part of on boarding).

Proficiency with Planisware and MS Project.

Self-motivated and driven by a desire to maximise the efficiency of processes/tools to reduce the management and administrative burden of routine functions. Willingness to experiment with new techniques/approaches intended to improve project efficiency.

High level of attention to detail.

An aptitude for analytical thinking and problem solving (i.e., root cause analysis).

Effective communication (written/verbal) and stakeholder management skills.

Ability to travel both Domestically and Internationally as required by the Program.
