We are looking for a vibrant and dynamic Senior Business Analyst to support our Knowledge, Information and Technology Services (KITS) branch. The selected candidate would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.
As part of a project teams, the incumbent will be responsible for leading key activities including eliciting, analysing, validating, and documenting requirements, including business, functional, non-functional, and transition requirements and working with subject matter experts to determine the best solutions to meet business needs in support of research innovation for Canada.
The incumbent will work at developing and establishing partnerships with NRC’s and partner organizations’ lines of business in order to become fully knowledgeable with their business support systems, issues and processes. They will work to Identify current and future needs and develop business plans and strategies for their implementation.
The successful candidate be part of the Enterprise Architecture team at the NRC and will contribute to the ongoing development of Enterprise Architecture services, practices, and tools. This development will be enhanced through collaboration with key stakeholders and colleagues outside of the immediate team.

Screening Criteria
Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:
Education
Degree from a recognized university in computer science, engineering, management information systems, information technology, information management or another specialty relevant to the position to be staffed.
A diploma from a recognized college or post-secondary institute in an IT related field combined with extensive experience (at least 5 years) in Business Analysis in the Information Technology or Information Management field may be considered.

Experience
- Significant* experience performing business analysis activities on IT services, infrastructure and/or IT/IM systems throughout the entire system development or project lifecycle.
- Significant* experience facilitating communications with and between stakeholders, business clients and technical support teams
- Significant* experience working on projects in an IM/IT environment with technical and non-technical stakeholders in which you were eliciting, and documenting and managing requirements, and recommending solutions based on your analysis.
- Significant* experience in the review, and development of a variety of service, system, or project documents such as: business process models, use cases, guidelines, standard operating procedures, user guides, training material, etc.
- Recent** experience working on IM/IT business improvement or transformation initiatives or projects.
- Experience developing, maintaining, and applying various enterprise architecture artifacts such as business capability models and business canvases.
- Experience developing and maintaining policy artifacts such as policies, directives, and standards.
- Significant experience is defined as having the depth and breadth of experience that would normally have been gained performing the duties over a period of three (3) years or more.
** Recent is defined as experience acquired within the last five (5) years.
Assets:
Experience in the following areas is not required, but would be considered an asset:
- Certification and experience with the IIBA Business Analysis Body of Knowledge (BABOK) Guide and/or the PMI guide to Business Analysis.
- Certification and experience with the TOGAF framework.
- Certification and experience with the ITIL framework.

- Advanced knowledge of business analysis best practices, particularly those contained in the Business Analysis Body of Knowledge (BABOK)
- Advanced ability to engage and communicate effectively with a broad range of stakeholders from operational staff to executives using a broad range of methods from correspondence, meetings, workshops, consultations, and formal presentations.
- Advanced ability to document, in particular clear, logical and cohesive requirements documents, specifications, policies, directives, standards, procedures, guidelines, training guides, presentations and correspondence.
- Knowledge of data analysis and analytics including the development and utilization of performance dashboards at various levels from operational to strategic.

For this position, the NRC will evaluate candidates using the following competency profile(s): ;
Compensation
From $89,548 to $112,660 per annum.
In addition, the incumbent will receive the Bilingualism Bonus of $800 per year (If applicable).
An incumbent occupying a position within the CS Group is currently entitled to receive a terminable allowance of $212 per month.
