What does the Health Information Management team do?

Health Information Management (HIM) is a leader in the collection, storage, and distribution of patient information within British Columbia. Our dedicated team of professionals are some of the first points of contact at Health Organizations sites. As a consolidated Lower Mainland department of Providence Health Care, HIM has staff at about 40 geographically dispersed locations across Fraser Health, Providence Health Care, Provincial Health Services Authority and Vancouver Coastal Health.

Approximately 1,450 staff working the following Service Areas: Registration, Records Management, Transcription Services, Health Information Exchange, and Coding.​ Additional Corporate Services include: Strategic Planning, Projects & Business Optimization, Culture & Communications. What you will do:

Reporting to the Regional Manager, Informatics and Health Terminology Standards, the Senior Business Analyst, Informatics and Health Terminology Standards is responsible for:

  • Executing key project activities from workflow analysis.
  • Project documentation, tracking risks, issues and mitigation, coordination of project team members for projects of varied complexity.
  • Works with stakeholders at all levels and inspires others to achieve goals and deliverables through facilitation.
  • Effective communication and addressing potential barriers to success.
  • Liaises with staff, consultants, clinicians, other health care entities and other external agencies, as needed.
  • Provides leadership and direction to Business Analysts and others as assigned and provides expert advice and process/system recommendations to team members and other stakeholders.

This is a hybrid role – the candidates must be able to work on site and form home.

Qualifications / Skills and Education

About you:

Bachelor’s Degree in Business Administration, Health Information Science or related discipline, and five (5) to seven (7) years’ recent, related experience including one (1) to two (2) years in project delivery as a business analyst or project team member. Required familiarity in project management, business analysis best practices related to Electronic Health Records and Digital Health Standards preferred. Some experience and background in Change Management considered an asset.

  • Ability to utilize initiative, vision, independent thinking and creative problem-solving abilities to implement project plans and realize project completion.
  • Knowledge of project management methodologies and techniques, principles and practices with superior analytical skills for data, documentation and workflows, including the ability to comprehend, analyze and resolve complex issues and present information in concise, meaningful ways.
  • Knowledge of informatics principles, health terminology standards, and clinical workflows.
  • Knowledge of hospital operations and health care administration requirements.
  • Ability to work effectively with people from various disciplines with varying degrees of functional and technical experience.
  • Understanding of systems analysis and design, related tools and techniques (e.g. data flow diagrams, etc.), and continuous quality improvement.
  • Demonstrated verbal and written communication skills including strong business writing skills and the ability to effectively communicate technical and business information to a variety of audiences.
  • Ability to analyze operational problems and identify innovative solutions.
  • Demonstrated ability to manage effective relationships with vendors and external organizations.
  • Effective interpersonal and facilitation skills including the ability to work effectively with diverse user community.
  • Ability to coordinate and lead work groups.
  • Resourceful; well-organized; systematic analysis; strategic thinking; critical thinking; attention to detail; leadership and management skills

Preference will be given to those with the following experience, but not required:

  • Healthcare experience.

Duties and Responsibilities

1. Collaborate with key stakeholders to gather, analyze, and document business requirements related to Transcription Services and Health Information Exchange.

2. Analyze, assess and support the implementation of Health Information Exchange (HIE) and provincial standards within a provincial scope this includes evaluating existing systems, identifying gaps, and providing recommendations for aligning with HIE and provincial standards.

3. Conduct comprehensive analysis of existing systems, processes, and workflows to identify areas for improvement and recommend appropriate enhancements.

4. Work closely with technical teams to translate business requirements into functional specifications and ensure the successful delivery of solutions.

5. Develop and maintain documentation including project plans, business process maps, user stories, and test plans.

6. Executes project plan according to project methodologies, ensures successful and coordinated completion of project components, facilitates consensus with stakeholders as needed, and ensures readiness for project implementation.

7. Prepares business cases, briefings and other reports as necessary for senior Health Information Management leadership and other stakeholders.

8. Tracks project progress according to project plan, monitors and reports on the status of projects and major issues/obstacles encountered. Makes recommendations regarding projects scope changes, rationale for change, seeks consensus and proceeds as needed. Keeps HIM leadership informed on project status and progress.

9. Communicates with stakeholders, project sponsors and the organization on the scope and status of the project, benefits to stakeholders/others, obligations and responsibilities and changes in processes. Ensures questions and concerns are addressed in order to achieve buy in.

10. Support the CST Sustainment work by identifying issues, analyzing impacts, and proposing appropriate resolutions.

11. Provide training and support to end-users to facilitate successful adoption and utilization of new systems and processes.

12. Stay updated with industry trends, best practices, and emerging technologies related to digital health standards.

13. Establishes positive working relationships across the organization in order to ensure successful outcomes and cooperation from others on projects.

14. Performs other related duties as assigned.
