The City of Burnaby is actively seeking a passionate individual with leadership skills to take on the role of Senior Manager, IT Infrastructure. The Senior Manager provides leadership and direction in the provisioning and management of all technical application support systems, access controls, infrastructure, telephony, telecommunications, databases and technical and desktop support. The incumbent oversees the administration and management of corporate hardware and related software for the City, including cloud infrastructure. Also responsible for the development of policies and procedures related to the use of IT infrastructure at the City, and for ensuring compliance with those policies. The Senior Manager develops IT infrastructure asset management plans and manages the capital and operating budget within approved amounts for the Infrastructure division. Ensures the City’s IT infrastructure architecture is designed in accordance with strategic imperatives and current technical standards. Provisions IT infrastructure team to meet functional and non-functional requirements. Including security and access controls. Ensures procedures for business risk-appropriate testing of new versions, releases and features, proofs of concept for new technologies to mitigate risk and support plans for production outages or performance issues are in place and adhered to. Oversees, reviews and approves all corporate ordering of infrastructure equipment and related supporting applications and appliances in collaboration with the Purchasing Department and monitors and approves expenditures and invoices. Performs related work as required.
Qualifications include a bachelor’s degree in Computer Science, Engineering, or a related field plus Certification in Infrastructure Technology with a minimum five to seven years of recent related experience at the senior management level preferably in municipal government or a Master’s Degree in Computer Science, Engineering or related field, plus Certification in Infrastructure Technology and a minimum of three to five years of recent related management experience in a similar complex technical environment with the same scope of responsibilities. Demonstrated leadership ability, as well as the ability to supervise and motivate the work of staff. Demonstrated ability to establish and maintain effective working relationships with managers, employees, unions, elected officials and a variety of outside agencies. Demonstrated ability to manage a variety of competing deadlines within time and budget constraints. Demonstrated ability to manage large projects including developing project scope, planning, costing, risk management, governance and supplier management.
