Corporate Services provides support and services to the Library of Parliament in the areas
of human resources, finance, materiel management, corporate planning and information
technology.
We are currently looking for candidates to staff the following anticipatory positions:
Senior Systems Analyst.
This small dynamic team works closely with the Finance and Administration and Human
Resources teams of Corporate Services, to help modernize, digitize and reengineer
integrated business processes for the organization using the Unit4 Business World
Enterprise Resource Planning (ERP) System.
The Senior Systems Analyst is responsible for overseeing one of three functional teams
(Finance and administration, Information Technology (IT), and Human Resources) in
design, development, maintenance and support of modules of an ERP system while
working collaboratively with clients and end users to optimize business processes and user
experience.

Note: While this position is eligible for part-time telework, regular on-site presence is
required at Library of Parliament workplaces located in the National Capital
Region.

  • The salary scale is based on 2021 rates.

For the purposes of this selection process, the competencies listed in the attached
Competency Profiles will be evaluated.
The following knowledge criteria will also be evaluated:

  • Knowledge of the principles, theories, standards and methodologies of business

analysis including the ability to analyse, solve problems and propose solutions.

  • Knowledge of the methods and techniques of eliciting and understanding client

requirements through various interview and solution-finding methods.

  • Knowledge of project and change management principles and methodologies.
  • Knowledge of business process and operations usually performed as part of corporate

services to an organization.

  • Knowledge of public accounting, procurement or materiel management practices and

processes OR of the various human resources functions, including best practices and
processes OR of theories, principles and best practices in database programming and
database management
To be considered, candidates must have:

  • Post-secondary education in a field related to the position or an acceptable

combination of education, training and relevant experience.

  • Experience developing modules or implementations of an enterprise planning software

that meet the needs of multiple client groups.

  • Experience working closely with product owners and stakeholders to develop journey

mapping, workflow, or business process designs.

  • Experience, designing, developing, implementing and delivering training sessions,

materials and support tools and guidance.

  • Experience in conducting research, interpretation and applying legislation, procedures,

policies, guidelines, and/or directives.
Asset(s):

  • Experience in a project or team lead, supervisory or management role
  • Experience applying UX and accessibility design methodologies.
  • Experience working as part of a multidisciplinary team.
  • Experience providing support, guidance, and subject matter expertise, in HR, Finance,

or IT, clients, and stakeholders.

  • Experience providing technical guidance to development teams throughout a project

lifecycle to ensure adherence to architectural standards and best practices.

  • Proven experience designing scalable, reliable and high-performance application

architectures that meet business requirements.

  • Experience with cloud technology migrations and implementations.
  • Experience working within one of the Parliamentary entities.
