Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.
Position Overview
Health Information Services provides leadership in the planning, development, implementation and maintenance of systems, standards, policies and processes for health information to meet the needs of patient & client service providers as well as the legal and administrative needs of the Service Delivery Organization (SDOs) acute, continuing care and community sectors.
The supervisor of health information services (HIS) provides supervision to staff who support the following functions: patient registration, coding and abstracting of data, release of personal health information (PHI), health records processing & telephone/patient inquiry and information services in the Shared Health – Health Sciences Centre.
Main Function
- Oversee and provide supervision to health information services staff in adopting and implementing health information standards and processes for the service delivery organization (SDO).
- Work as part of an integrated team to support local operations and health services delivery with information gathering and giving to ensure accurate, timely and meaningful information and data to guide decision-making.
- Ensure the quality of health information collected and provided is in alignment with standards.
- Support regional and provincial initiatives, data/workflow analysis and the development of training/troubleshooting materials.
- Coach and mentor direct reports and health services leaders in health information services standards.
- Direct the assignment of work, recommending solutions based on workload performance indicators, monitoring staffing, rotations, schedules, supplies and capital equipment.
Experience
- 3 years of progressive management experience preferably in a unionized health care setting and services organization including:
- 2 years of experience in health information services with a focus on planning and implementing automated and manual health information management systems, data management and the promotion of data quality and integrity.
- 2 years of experience with privacy and confidentiality principles and related legislation with direct experience interpreting and applying the Manitoba Personal Health Information Act (PHIA).
- 2 years of experience in coding & abstracting functions as well as interpreting CIHI (Canadian Institute Health Information) standards, utilizing databases, and understanding the requirements for reporting to CIHI and Manitoba Health.
- 2 years of experience with health information functions including patient registration, health records management, access, collection and disclosure of personal health information, data management and analysis and requirements for recording patient information.
- Experience should include usage of admission discharge transfer (ADT), clinical documentation, emergency department information system (EDIS), order entry & results reporting.
Education (Degree/Diploma/Certificate)
- Post-secondary certificate or diploma in health information management, health administration, management or business administration, or related from an accredited post-secondary education institution.
An equivalent combination of education and experience may be considered.
Certification/Licensure/Registration
- Active membership in good standing with the Canadian Health Information Management Association (CHIMA) required,
Qualifications and Skills
- Demonstrated mid-level leadership capabilities. The provincial health system in Manitoba has adopted the
framework. * Additional certification in Lean Six Sigma, quality and/or business improvement related methodologies and analyses are considered assets.
Physical Requirements
- Must be able to work safely in a typical computerized office environment with frequent meetings at multiple sites throughout the organization, and to lift and carry items of up to approximately 10 kg.
- Interruptions to respond to questions from site and regional leadership as well as employees at site of responsibility are common; dedicated and focused time for planning and concentration can be scheduled.
- Must have a valid Manitoba driver’s license and use of a personal motor vehicle for regular travel within the province.
Preference will be given to those applicants competent in an Indigenous language and/or knowledge in Indigenous customs, traditions and values.
