Are you looking for a dynamic new Legal opportunity with a well-established Washington, DC Energy Company? WGL/Washington Gas has an immediate opening for a Assistant General Counsel, Regulatory. This role reports directly to the Associate General Counsel and supports the AGC in handling complex and sophisticated legal activities and projects involving regulatory matters before the Maryland Public Service Commission, as well as appearances before Maryland circuit courts, Court of Special Appeals and Court of Appeals, local public utility regulatory commissions in the District of Columbia and Virginia, and potentially before the Federal Energy Regulatory Commission. The ideal candidate will be a motivated self-starter; be able to handle multiple and diverse issues at once; be comfortable in a dynamic, fast-paced environment; and be able to balance the Company’s business goals with legal risk. Strong writing and oral communications skills a must.
You Will
Provides counsel and renders legal opinions and recommendations to senior management and the General Counsel relating to regulatory proceedings before the Maryland Public Service Commission.
Advises and represents the corporation in regulatory proceedings before the other local public utility regulatory commissions as needed.
Participates in the development of corporate legal policy regarding specific issues.
Works with representatives from other areas within the corporation, including Rates and Regulatory Affairs, Energy Acquisition, Finance, Utility Metrics, Support Services and Business Development regarding regulatory compliance, to develop positions on regulatory issues and to assist in the preparation of testimony, exhibits and reports to be filed in regulatory proceedings.
Plans and executes actions related to regulatory proceedings.
Manages discovery in regulatory proceedings, including preparation of the Company’s responses to data requests and the preparation of data requests to other parties in regulatory proceedings.
Sponsors and defends Company witnesses and cross examines opposing witnesses in regulatory proceedings.
Drafts high-priority legal documents, including motions, briefs and appeals in regulatory proceedings.
Counsels and renders legal opinions, memoranda and recommendations helpful to management relating to regulatory proceedings and commercial documents subject to regulatory oversight.
Examines pending or current legislation and advises appropriate persons of pertinent court and administrative decisions.
Represents the Company’s interests before courts in appeals from decisions of regulatory commissions.
You Must have
Juris Doctorate required
8+ Years of progressive legal experience after receiving law degree with demonstrated skills in regulatory matters (minimum of 5 years of experience in regulatory matters preferred) required
Law license in Maryland bar membership preferred; District of Columbia or Virginia bar membership or ability to waive into a license in any of these jurisdictions required. Law license in one or more of these jurisdictions may be a minimum requirement.
Experience in utility industry rate cases or administrative or civil litigation preferred.
Demonstrated extensive knowledge of several legal disciplines and the practices and procedures required to solve highly complex work initiatives in a legal environment.
Proven ability to successfully resolve disputes with parties in administrative or litigated proceedings.
