Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.
Position Overview
Provide extensive analysis on health workforce issues and remuneration, incentive design, and related concepts and structures regarding the delivery of insured health services and potential financial implications. Provide research, analytical, forecasting and modeling support for the work to develop and maintain a provincial health human resource planning and for negotiations and collective bargaining of contracts and agreements of the seven health workforce sectors in Manitoba. Conduct research and analysis of the factors that drive the demand and supply of health workforce and implications for workforce remuneration, health human resource planning and collective bargaining and negotiations. Develop strategic advice and recommendations including development of position papers on all health workforce related issues to support health human resource planning. Provide costing of negotiation positions and various planning options and scenarios. Lead or participate in working groups related to health human resource planning and collective bargaining and negotiaitions.
Experience
- Minimum of 3 of years experience in policy and program analysis related to health human resources planning including medical and non-medical health workforce remuneration/incentives is required.
- Experience with research, analysis and costing to support collective bargaining and negotiations of contracts and agreements.
Education (Degree/Diploma/Certificate)
- Post secondary degree in a quantitive discipline including but not limited to statistics, business administration, finance or public administration. Master’s degree preferred.
- Relevant post-secondary degree combined with a post-secondary diploma or certificate from an accredited educational institution.
- An equivalent combination of education and experience may be considered.
Certification/Licensure/Registration
- Current registration in good standing wth regulartory body if applicable.
Qualifications and Skills
- Theoretical and working knowledge of current health care provider issues.
- Strong analytical problem solving skills, as well as excellent written and oral communication skills.
- Proficiency in data analysis, costing, forecasting and modeling.
- Proven ability to communicate complex technical work to a non-technical audience.
- Ability to plan, organize and set priorities under tight deadlines.
- Ability to synthesize and analyze information.
- Ability to maintain and strengthen partnerships.
Physical Requirements
- Must be able to work safely in a typical computerized office environment with frequent meetings, and to lift and carry items of up to approximately 25 pounds.
- Interruptions to respond to questions from executives, and partner organizations are common; incumbent can schedule dedicated and focused time for planning and concentration.
